Across the globe there is a massive effort underway to transfer land use control away from the local people and hand it over to a different community. When the word community is used in a local land use plan, you can be sure it doesn't mean the local people. There are opposing meanings for the word community.

 

Most common born locals naturally assume community means all the residents in their neighborhood. But to a communitarian change agent, community means only the spiritually advanced converts seeking to control the neighborhood.

 

This is why development plans following Local Agenda 21 (LA21) suggestions always claim the community wants the plan. It doesn't matter if 95% of the local population have no idea there is a new plan. It doesn't matter if 90% of the local residents would reject the new plan if they knew anything about it.

 

LA21 plans rarely claim a majority of registered voters approved the plan. * The planner can honestly say the "community agreed" this is the plan they want, because their definition of community is: we the people who write the plans.

 

Profits from the transfer of control over the local economy to the community are incalculable. For 20 years LA21 planners bragged how much effort they put into enticing locals to be in their planning process. Where they advertised is key to their success, and some locals were happy to become partners in the global scam.

 

Trained to follow TV news and kowtow to academic titles of nobility, working class people don't choose to spend their precious few leisure hours talking about how to build a stronger community. Whatever that is, it sounds way too boring. Commoners don't do things they don't enjoy unless they're forced to. If it's not reported on TV or in local papers, it can't be very important, right?

 

LA21 legislation, usually in the Whereas portion, lists the hilarious ways locals were informed of the planning meetings. If 500 out of 300,000 residents show up and participate, that is considered a very, very good turnout. The City may even get a special award for Community Participation if less than one percent of the population participates in writing the final draft. Even if there is public opposition to it, in most cases it passes the local legislature without one dissenting vote. Elected officials adopt most everything the community asks for.

 

According to the communitarians who promote the "need" for the new plans, and then lead the planning process from start to finish, uneducated common people cannot understand the lofty purpose for the plans. Only a small group of trained experts are capable of determining the future use of local land and resources. It's a huge sacrifice they've made helping the rest of the world with their superior intelligence. To doubt their motives is akin to doubting God. Pope Benedict declared, "Communitarian development is God's plan" on January 1, 2013. LA 21 plans are long and filled with complicated new regulations. It takes the Bible, the Talmud/Cabala, the Koran and exegesis to comprehend God's secrets. Average people are confused (and bored) by the planning meetings as well as the plans, therefore their exclusion is justifiable.

 

Few unenlightened souls are found in community oriented groups. It's not hard to keep them out. The community isn't exactly friendly to non-grant funded working class people. This isn't local carpenters, farmers, housewives, bartenders or factory workers planning the future. Even if they have the intuition and courage to speak up, commoners haven't an inkling of the grandiose community purpose, so they never address the bottom line. Auto mechanics can't see any good reason why they should go sit through 100 meetings about bike paths. The ads inviting locals to attend the meetings say many different things, but the ads never even hint at the power the plan with have over the local economy. So, not only do our neighbors not go, they could care less what happens at endless meetings. Why should they care about livability and quality of life (whatever that is)?

 

The only people who join the LA21 community planning process are people who were pre-trained and are often paid to join it. The committed people controlling both sides, including the fake opposition, either have degrees in the fields created by the communitarians, like urban planning, environmental law/activism, sustainable development and socio-economics, or they are financed by rich communitarians, or they have a business that stands to profit from the plans, like green building/products,  eco-tourism, earth stewardship training, climate change research, etc.

 

Many LA21 planners who "volunteer" for the new community are government or ex-government employees. In the cities, they work for recently added agencies and departments created by the communitarians. Just a few of them are Department of Neighborhoods, City Manager, Community Police, Community Development and Homeland Security. In the rural areas the community is full of BLM, Department of Forestry/Agriculture, Tribal governments, public school teachers,  Dept of Transportation, and Community Mental Health Services.

 

Every member of the LA21 planning community has made a commitment to making a profit on sustainable community development principles. Every business member helping LA21 planners write the plans made the same commitment. Anyone who tries to participate without dedicating themselves to the development community will find their participation severely marginalized.

 

After the plans are adopted into law, and the laws go into effect, it's a done deal. Any local resident who openly objects to the law is criminally disruptive. Concerned about a plan that drastically reduces your ability to thrive? We're oh so sorry, but this is what the community said it wants. Case closed.

 

Anyone questioning the new junk science that justifies LA21 law is labeled, ridiculed, attacked and discounted. Legitimate questions about the plan are deflected by the Communitarian Left with tirades against the Communitarian Right. Cons on both sides of the political spectrum allow for no scrutiny of the community system. The less we all know about it, the easier it is for the community. Even the authentic local environmentalists who attend LA21 meetings in good faith quickly see that the LA21 planners will not include their suggestions in the final plan, unless it helps to achieve the desired LA21 outcome.

 

The desired outcome for every land management plan in the world is the same. Creating a global standard of law regulating all human activity on the planet is the communitarian's phase one goal. No matter what the locals living in the local community want, no matter how sustainable they already are, no matter how responsibly they already manage their local resources, the community will still insist they adopt laws that comply with communitarian legal standards.

 

Locals aren't told LA21 plans justify the community government's new powers to invade and take private property. Locals are never told LA21 plans establish the framework for community governance. Locals are never told Communitarian Supremacy of Law grants the community limitless regulatory control over all local business, resources, and people. Locals are never told anything about Community Law. They don't even hear about it when they are fined and jailed for violating it. Millions have lost businesses, property and freedom to the community, without having a clue as to why or how the transfer took place.

 

Community Developers write Community Laws that are adopted by Community Councils and enforced by Community Police. In order to stop the LA21 plan, commoners around the globe have got to take back their local communities. Locals could follow the communitarians' advice for Mapping and Mobilizing Community Capacity. ** Commoners can also go house to house, block by block, town to town doing knock-and-talks and survey for assets. Anyone can assess and mobilize local citizens for capacity to resist the communitarian con.

 

* The 2009 Bolivian Constitution is one rare exception. The French and Dutch voters rejected the EU Constitution in 2005 because of its Supremacy of Communitarian Law clause (it became official under the Lisbon Treaty). The EU Court is the home of the acquis communitaire.

Undeniable Proof the US Government adopted Agenda 21

I keep seeing articles in the mainstream press ridiculing the Tea Party groups over their concern about Agenda 21. The standard line is that Agenda 21 is a "non-binding" agreement and holds no force of law behind it. That is true. The laws that enforce Agenda 21 have to be passed at the local levels, and that is where Agenda 21 has been passed and adopted in the USA for the past 20 years. Never to rarely introduced to Americans as Communitarian Law, these changes to the constitutional system have gone un-noticed and un-challeneged for over 2 decades.

Now that some people have learned about it, looked into it, and decided they don't want it, their opposition has been relegated to a right wingnut conspiracy. Yet, many documents exist that say otherwise, and this is but one of thousands that confirm our worst suspicions about the plan:

The United States is pleased to participate in the PrepCom and to contribute to a successful Rio 2012 Conference on Sustainable Development. We have developed a robust process within our government to evaluate how far we have come since Rio, and to identify gaps that we need to address and emerging issues where we need to make progress. This effort is reinvigorating discussions on sustainable development within our government as we work together to identify shortcomings and replicate successes, and to avail ourselves of new science, information, technologies, and collaborations to make real progress toward achieving sustainable development.

In doing this, we increasingly understand that, while the United Nations and national governments are essential to sustainable development, our participation alone is not sufficient for achieving meaningful progress that improves people’s lives and the environment. We are beginning to engage our stakeholders – including nongovernmental organizations, the private sector, local and regional governments, and academia – all of which have important contributions to make to this process.

In this vein, a concise political document should only be a part of the outcome. We also need to look to major groups and stakeholders to bring forward good ideas and take on commitments and actions. Sustainable development can only be achieved when we enable all citizens and empower all stakeholders to take action to achieve a sustainable future. We need to invest in people, recognizing women and youth as key agents of change in society. We need to promote human capacity development through education, especially in science, technology, engineering and mathematics, and to enable the development of skill sets vital to emerging sectors of the economy. development path.

The partnership approach out of the World Summit on Sustainable Development continues to be an important tool for achieving sustainable development, and we should look at how we can strengthen and further legitimize this approach. For example, our domestic policy on innovation realizes that governments can catalyze and leverage action across stakeholders, provide enabling frameworks and incentives for private sector investment, invest in people, and facilitate meaningful collaborations across all stakeholders. Together, we can address market failures, invest in sciences and innovation, develop human capacity to meet today’s challenges, and adapt solutions for local contexts.

Good governance at all levels is critical to our ability to make good on our Agenda 21 commitments. While national governments will make the political commitments, we rely upon regional and local governments to implement new policies in the context of local situations, to enforce environmental regulations, to innovate and adapt solutions that will succeed in unique environmental, social, and political realities. Some of the most creative solutions to our sustainable development challenges are emerging in the U.S. from our state, regional and local governments. We should encourage communities to do integrated planning, to develop sustainability plans and a local Agenda 21. {emphasis added}

Cities are hotspots for population growth, investment, and increasing demand for energy, water, food, buildings and waste disposal. Rapid urbanization is a challenge and an opportunity to focus our global efforts to minimize impacts from this development, to develop state-of-the-art disaster preparedness plans, to integrate planning with smarter designs, to build more livable communities and to address the needs of the poorest of the poor. With good governance and sound planning we can implement solutions that address the needs of people and promote inclusive growth that works for all strata of society. We can identify and leverage solutions to improve access to water, sanitation, food, and energy that will help us to achieve the Millennium Development Goals.

Chair, we support the Rio 2012 process and the need to review our progress and to identify gaps and emerging challenges. We want Rio 2012 to be forward looking, to address ways that we can learn from past struggles, build on our successes, and achieve a sustainable future. We believe that all countries should be able to monitor natural resources and make informed and integrated decisions about their development paths. We support efforts to measure progress and to share information and best practices.

Our challenges are significant. We recognize that economic growth is an essential component of any sustainable development strategy. But economic growth should not and does not need to be “development at all costs.” It should be balanced in a way that takes into consideration the environment, natural resource, and social dimensions, addressing poverty and improving the status of women. This is a challenging objective, but one toward which we are making great strides. We are committed to this process and to working with all stakeholders to identify actions we can take reinvigorate our commitments and to harness 21st century tools and human capacity to achieve sustainable development.

Will the real American community please stand up?

UN Agenda 21 is finally making national news in the USA. After nearly 20 years in the making, the American people are being told it exists. But the way they are learning about it is a shame. National "exposure" is primarily coming from conservatives like Beck and Newt, who're telling their listeners it's a socialist plot to take away American's private property rights.

By not telling us Agenda 21 is only one of hundreds of communitarian programs and initiatives underway in the United States, the phony right can easily control and limit the debates to just a couple issues. This ensures the much bigger communitarian plan associated with Agenda 21 remains as obscure as Agenda 21 was for almost two decades.

The "leaders" in the fight against global communitarian plans decided years ago to not use the correct terminology in their teachings. More than one told me to stop using the word altogther if I wanted their endorsements or support. This is why the ACL has remained a lone endeavor. Our ACL research about the communitarian philosophy driving the plan was not ever supposed to be part of the discussions. Then there was a glitch in the plan... and it came in the shape of a dynamic professional whose contribution to the awareness of Americans is truely American.

One thing is certain. Why did Rosa talk so openly about communitarianism and put it on her website? Because a nice man named Kevin Eggers lent her his copies of our books, The Anti Communitarian Manifesto and 2020: Our Common Destiny. After she read them, Rosa contacted me and said our ACL work put everything she had learned about sustainable development into perspective. She told me that she really appreciated our communitarian legal research and verifiable sources. Armed with the knowledge we provided, and her own professional background in high end real estate assessments, she put aside all party politics and became willing to reach out to the only groups that were interested in any of this, predominantly Christian conservatives.

Americans conservative groups didn't know anything about Agenda 21. Starving for some solid information about the transformation of the entire American system, Rosa quickly became a highly sought after speaker. And true to her nature, she's also begun reaching out to the Occupy movement because she understands that ultimately we all share the same concerns about the future and the way things have gone down the tubes in this country.

I was given my first opportunity to talk about communitarianism only because Rosa made it an integral part of her website and Behind the Green Mask conference. I wanted more than anything to go to her conference, but I'm still living on barely nothing, and I certainly didn't have enough money to travel outside. Plus, after years of harsh winter camping and near starvation due to my non stop research and writing for the ACL, I've got some serious health challenges. This past summer I was bedridden three separate times and if I don't see a dentist soon, I'm not going to get any better. I made the free choice in 1999 to give up my life to do this work if I had to, but I never really expected I'd die from it.. heh. Were I to stumble upon the plan today I don't think I'd do things quite the same way, nor with the same fervor or dedication.

Agenda 21 was ten years old by the time I found out about it. Back then, all the officials in Seattle denied any association with the programme for international development. Now they don't hide it, they just gloss over any cumbersome details and insist the plan is benign. If it were truely benign, why would officials have gone to such trouble to hide its very existence?

When President Clinton took office, he established the President's Council on Sustainable Development. Do you remember hearing anything about that? I sure don't.

Between June 1993 and June 1999, the PCSD has advised President Clinton on sustainable development and develops bold, new approaches to achieve economic, environmental, and equity goals. We are commited to the achievement of a dignified, peaceful, and equitable existence.

By 1994, every federal agency in the USA had changed their mission statement to promote UN communitarian goals. Many other programs were also established alongside Agenda 21 that promoted communitarianism, including Bush's Faith Based Initiative, Communities of Character, Volunteer America, Community Policing, Community Economic Development and VP Al Gore's National Partnership for Reinventing Government. The NPRG

recommended action on about 1,500 issues in 1993 and 1995. Agencies completed about 58 percent. Of the original recommendations, they report 66 percent completed. For those requiring Presidential or congressional action, President Clinton signed 46 directives and Congress passed and the President signed over 85 laws.

(According to the above website, Seattle was one of three cities used in a pilot test called "Hassle Free Cities". I didn't know that, my research only identified 5 pilot tests I was used in, and that wasn't one of them. It's somewhat ironic; the reason I learned about communitarian plans in 1999 was becausethe City of Seattle began hassling all the poor tenants in my neighborhood!)

The NPRG mentions nothing about Agenda 21 or sustainable development. Other than calling citizens "customers" it looks, on the surface, like it was a sincere attempt to reduce government spending and waste. But what it did was create a whole new set of standards and laws that most Americans will never have the time or the inclination to read. It also mentions nothing about the Building Livable Communities Initiative or its sub-program, the Creating Safe Streets Initiative, which included the community policing/datagathering pilot test my neighborhood was part of.

The Clinton-Gore Livability Initiative, "Building Livable Communities for the 21st Century," helps communities across America grow in ways that ensure a better quality of life and strong, sustainable economic growth. This initiative, launched a year ago, is strengthening the federal government's role as a partner with the growing number of state and local efforts to build "livable communities" by encouraging coordination on new initiatives, improving coordination of existing programs, and conducting appropriate outreach to key constituent groups. http://www.fhwa.dot.gov/publications/publicroads/00mayjun/liability.cfm

A google search for the "Creating Safe Streets Initiative" gives only 2 returns, and both of them are to me. One is to an article I wrote from July 2000. I didn't have any websites back then, it was republished by an indy media site: http://www.phillyimc.org/en/node/33597. Why was the official information about it pulled off the internet? I recall it being a very long initiative with a lot of different policing programs included in it. The federal program isn't on the web anymore, but the exact same phrase, Creating Safe Streets, is used in cities across the country.

The Federal Transportation Livability Initiative - Building Livable Communities for the 21st Century by Elizabeth E. Fischer promotes the same thing LA21 (http://www.un.org/esa/sustdev/documents/agenda21/english/Agenda21.pdf) promotes, except it never uses the words Agenda 21 or references it in any way:

The Three E's: Environment, Economy, Social Equity

The livable community concept is based on the principles of sustainable development that focus on patterns of economic activity that produce environmental quality, economic prosperity, and social equity. The Livability Initiative goes further by providing tools and resources to encourage communities to collaborate to find new ways to manage land use, transportation, and other resources to ensure a high quality of life and strong, sustainable economic growth. Because communities know what is best for themselves, the community's perspectives are emphasized in all decision-making processes.

What our research proves is that "community" members who have a different perspective from the community planners are denied input into the community planning meetings, if they are lucky enough to even know there's meetings happening in the community. I attended a lot more than meetings faciliatated to write our neighborhood's Local Agenda 21 plan. I went to the police station for their COPS meetings, to the COMPASS Privacy Council meetings, and Town Hall noise revision meetings. I went to one meeting where Jody Kretzman was doing his dog and pony show for Asset Based Community Development (ABCD), a VERY IMPORTANT PIECE, and Local Agenda 21 is never associated with ABCD. I wasn't focused on just the comprehensive planning, and if I was led to be only interested in Agenda 21, I would have missed all the other things that were going on in my "community."

The one word many Agenda 21 "experts" never emphasize as important is the new use of the term community. The key to understanding Agenda 21 and sustainable development is the word community, because that leads us directly to the guru of rebuilding livable communities, Dr. Amitai Etzioni, and all the community oriented programs, agencies and laws.

There are hundreds of programs that introduced communitarianism into the US (and around the world), which is why the ACL website grew to be so huge and unmanageable. Now that it's gone, (we took it all down and planned to reorganize it before we went under) it makes me just sick that after ten years of writing about it, Agenda 21 is finally being mentioned by a national politician, which means it's also being discussed by Americans. Of course what's being said is enough to make me cringe in embarassment for the people who have never heard of it but who insist they know what it is. I know I've said things that made me look like a fool, we all do at some point in our lives, but I hope I'm not around when they realize just how wrong they are.

If we don't learn enough about the way the new system uses the term "community" Newt Gingrich's comments about UN Local Agenda 21 on CNN sets the stage for another phony dialectical ruse and takes everyone back to the climate change argument. As Mary Oden wrote, in her editorial in the Copper River Record about what a selfish horrible person I am, because I oppose fake rebuilt communities... "community, community, community." This is their mantra, their chant... and they've set themselves up as the only people who "care" about community. The truth is, they're a small group of elitists who believe they control our communities, and if Americans don't start taking their communities back from these usurpers, they will.

The higher purpose of mankind - the world federation of the future

Is the future World Federation a Communitarian federation? It's the only political, social, economic, legal and religious theory that fills the entire bill.

It's the only fully integrated political bureaucracy that is replacing internal legal systems in nations around the world, right now. It's the only all encompassing economic system that claims power over every inch of resources on the planet. It's the only social theory taught at the university level, and the academic curriculum rarely includes criticisms. There is no public debate or voting on community development programs that promote sustainable changes in the U.S. It just is.

Nobody's asking the public whether their government has the power to sign treaties that eliminate individual rights and liberties protected under local, state, and national laws. There is no ongoing public debate over subjecting nations to communitarian supremacy of law. This is astonishing when considering the fact that the Supremacy Clause in the European Union contract is a stated, published Communitarian obligation. It's not astonishing when you consider who controls what the general "masses" see and hear.

Regional governance is built on the Community model. Community, when used by the govt or an NGO, is a codeword for communitarian agencies designed specifically to bypass outdated forms of local governance. Community Development is a program for introducing global communitarian standards, norms and laws. It's called Harmonization of Norms.

So here's the second biggest Q we're not supposed to ask: Does mankind have a higher purpose? Many people hold that it does. Even Friedrich List, who we obviously misunderstood when we wrote the Anti Communitarian Manifesto, included the idea in his 1841 book on national political economy. In the opening chapter, List recommended we not militate against the goal of a future world federation. And, he called it our Common Purpose.

As the real and verifiable world trade federation forms, I wonder how much of the emerging "rights" agenda was part of what our economic fathers understood to be part of that glorious world federation they dreamed for us. Our founders are often accused of establishing the U.S. as just another instrument for achieving global domination. There is merit to those accusations.

I don't know if this is the right question to ask, but was it also our founders dream for the Big Idea of an Environmental Ten Commandments? Did the Americans, along with the empires who colonized South America and the ME and Asia and the post Vatican II Catholic Priests all promote the same ultimate future for mankind? Do they now?

It was a sad time for me when I realized how many of the Community Development programs were pouring grant money into tribal coffers across the U.S. Already trained in a life of subsistence living (meaning HUD housing and food stamps), Natives were perfectly prepared tunnels for introducing the idea of Rebuilding Community as a legitimate mission. First the U.S. government reduced the tribes to complete dependents, took away their villages, forbade their religions and languages, and today, because the U.S. "evolved," we are making up for all that.

Bolivia is drawing up a draft UN treaty which would give Mother Earth the same rights as humans, including the right to life, to pure water and clean air.

{UN human rights include safe and affordable housing and social equity. Would this concept give Big Mother the right to sue the sun, the moon, rouge planets and falling meteorites in the future Universal Court?}

The South American country wants the UN to recognize the Earth as a living entity that humans have sought to 'dominate and exploit'.

{Again, with communitarian "rights" come communitarian responsibilities, so does this mean humans can sue Big Mother for unleashing hurricanes, tsunamis, volcanic eruptions, earthquakes, droughts and other violent acts against humans?}

It aims to establish 11 new rights for nature which include: the right to life and to exist; the right to continue vital cycles and processes free from human alteration; the right to pure water and clean air; the right to balance; the right not to be polluted; and the right to not have cellular structure modified or genetically altered.

Bolivia's large indigenous population is ruled by Latin America's first indigenous president Evo Morales, who was elected in 2006.

Morales is an outspoken critic in the UN of countries which are not prepared to limit climate change by holding temperatures to a 1C rise.

{Chastisement is called "soft communitarianism", it seeks to shame the accused to comply. The next natural and globally harmonious step is hard communitarianism.}

Bolivia's ambassador to the UN, Pablo Salon, says his country seeks to achieve harmony with nature, and hinted that mining and other companies would come under greater scrutiny.

This proposed treaty ties in very nicely with the objectives of the communitarian organizations active in my neck of the world. School of the Earth, WISE, the Copper River Watershed Org, the Wellwood Center, the studies of our watersheds and creeks, all adhere to the ideology of the "Salmon Nation" and eliminating all borders between people who live on salmon rivers! And their parent UN Biosphere regional expert NGO, Eco Trust, has it's hand in every pie out here.

What environmental standards are taught to youth trained to become young stewards of the earth? What perfect harmony is prayed for in public schools on Earth Day? What "god" does your child worship in school? Only the "enlightened" ones among us can comprehend it.

It is our non credentialed ACL thesis that communitarianism is the ultimate, final synthesis in the Hegelian dialectic. Another perfectly valid theory has arisen that communitarianism is just another phase, and that Transcendence, as taught by the Master Illuminated ones, is the final objective. (See Bobby Garner's treatment of this subject).

Whatever it ends up being, the final synthesis is supposed to be so "perfect" it will give rise to no opposition. The ACL was used by us to prove communitarianism is not perfect, and the fact that we even objected to it meant their whole dialectically based "conclusion" was flawed. It also, by default, made our work another side in a dialectical argument. Has humanity advanced to the next stage of forced evolution? If we are indeed moving into the next dialectical stage of human social evolution, then it's time to reassess the ACL "mission.' One thing is certain. The Communitarian stage of evolution is here, now. So if there is a next stage, Transcendence is next.

Over a decade has passed since I began attempting to think outside the dialectic. I know there are still parts of me that cling to dialectical tricks, and it's hard to feel very smart when some of them have been right in front of your "critical gaze" for a long time. I've learned so much more about the plan for global governance over the years. I really should do a complete revision and update of the Manifesto, maybe even add a political or social agenda of our own to the mix!

"TIF raises tax revenue for development efforts without raising taxes." Or so goes the sales pitch. But that doesn't mean your property tax doesn't increase. In fact, TIF guarantees that your property taxes will go up to the tune of billions of dollars in many cases. Tax Increment Financing is the diversion of property taxes to Community Redevelopment Agencies.

You've probably heard the news that California's new governor wants to eliminate Community Redevelopment Agencies to reclaim the $1.7 billion in property tax revenue that now goes to them. Why does this have municipal governments screaming foul?

Under California law, redevelopment agencies are granted two powers not otherwise available to cities:

• Power to acquire property for the purpose of resale to a private developer, utilizing eminent domain if necessary.

• Tax increment financing, whereby all increases in property tax (including portions that would normally go to the county, school districts and special districts) flow to the redevelopment agency for the sole purpose of paying back funds borrowed for land acquisition and public infrastructure improvements.

Tax Increment Financing works essentially the same in all states which have adopted it. In Ohio; "Tax Increment Financing (TIF) provides local governments with a way to fund public infrastructure improvements (such as roadways, bridges, ditches, water, and sewer lines) that are associated with new development. TIF programs have been widely popular since states began authorizing their use in the 1950s. According to the Tax Increment Finance Coalition, 49 states have enabled local governments to designate TIF districts to finance public infrastructure in some manner or another.

According to the Council of Development Finance Agencies, which runs the Tax Increment Finance Coalition "Tax increment finance has become the most widely used and successful financing tool in the economic development toolbox with nearly every U.S. state, district and territory now having authorizing statutes."

"TIF ‑ or Tax Increment Financing ‑ which is a diversion of property taxes. Originally conceived to help revitalize depressed inner‑city areas, TIF allows a city to designate a small “TIF district” and say: we are going to redevelop this area, and when we do, property values will go up and therefore property taxes will go up. The first stream, set at the “base value” before redevelopment, will continue to go where it always has: to schools, police, fire, and other public services. Community Redevelopment Agencies are private corporations and unaccountable to the people. They have powers that local governments don't have, but they operate with the approval of local governments. The money gained from tax increment financing is handed over by the municipality to the relevant Community Redevelopment Agency to be spent for redevelopment purposes at the discretion of the agency.

You may need to read that last paragraph again to get the full import, because what it means is that your increasing property tax dollars are not applied toward constitutional government responsibilities. One hundred percent of the increases you have seen since TIF was begun in your state, have gone to these private corporations where the funds are used to further increase your taxes if you live in or near any of the redevelopment areas. Tax revenue increases because redevelopment increases the value of the property. The City of Boynton Beach, Florida has a good definition of how this process works with a nice graph illustrating how taxes are increased without the usual political repercussions.

In case you missed it, the United States of America is in a state of chain reaction collapse which has it's roots in the "Radical Left" of the 1960's counter-culture and the institutions which promoted the conditions which it railed against, together with the solutions that were adopted in response. Desegregation, political assassinations, environmental regulations, and numerous other things have contributed to the chaos of Social Disorganization, financial collapse and general systemic breakdown. We can associate all of this with the controlled and well regulated Dialectic process, and that means that it's all going according to a Master Plan of action to achieve a common agenda.

What's it going to take to rebuild the world into manageable sustainable communities? Experts. Lots and lots of well paid experts from someplace else. Locals never lead Local Agenda 21. More often than not, locals don't have the first clue about LA21, and citizen participation is a sham.

Agenda 21 is an action programme that has to be implemented by governments, UN agencies, local and regional administrators, organisations in the community and the general public. Governments are required to promote the dialogue among these players. But local government, too, closest as it is to the public at large, has a responsibility and has been allocated a major role in providing information, education and mobilising the general public to achieve sustainable development. One of the objectives of Agenda 21 is that every local government in 1996 should draw up its own Local Agenda 21 in close consultation with its citizens.

I'm taking advantage of the fast internet here and still revising and updating portions of our books. It's been hard to focus being away from home but I'm getting it done. As always, ergh, we thank you all for your patience! :) Found a bunch of eye opening, highly relevant facts about President McKinley and his staff and their role in setting up the global court at the Hague (which somewhat modifies my opinion of him in the ACM). I'm changing the LA21 chapter too, looking up various plans to compare the different ways they're being introduced.

Palmer's plan looks totally benign, possibly because the MatSu Borough Plan is so thorough. So tonight I asked my hostess (whose parents homesteaded and farmed here since the 1950s) if she participated in Palmer's Community Vision, and she replied, "No." I then asked her if anyone she knows here went to any citizen planning meetings, and she replied, "No." I guess not all local citizens participate at the same level as the Anchorage Citizen's Coalition. In fact, I don't know one Alaskan who would envision our lives in the same way the Oregon/Ecotrust people at ACC do:

"It is essential that transportation programs and projects fulfill Anchorage 2020 by building the urban core into an active city center with sidewalks full of people going to work, shopping and to the park. Cars will move slowly through downtown, and transit is fast and convenient. Neighborhoods maintain their value as good places to raise children, and neighborhood centers attract families walking to convenience shops and businesses. Transit provides a true alternative to driving, and children walk safely to school."

The winds have been blowing gusts up to 90 and 100 mph for the past 24 hours. When it goes away we're expecting more snow. Nobody I know wants to walk to work or school in the winter. I, like most moms I knew, didn't even make my kids ride the bus to school because I didn't want them standing at the bus stop. What part of Alaskan weather don't these "expert" advisers from the Lower 48 understand? I'm sure they ALL drive to their little meetings here. Well, maybe they envision a future where only the new class of leaders (like themselves) have the "right" to drive to work and the masses stand huddling waiting for buses whose drivers can't see the environmentally friendly passengers waiting behind huge piles of snow.

The Tinyhouseblog article's been picked up by a few places that are interested in it because of its obvious sustainable properties. Even the Alaska Dispatch linked to it with a funny summary of what the guys at treehugger.com said about it, and about where we live. I appreciate all the positive attention on gertee. I do want people to see what's possible and inspire them to make what has yet to be discovered. I'm assuming that the green sites perused my work enough to see exactly what it is I oppose. That they did not refrain from sharing the ACL link with their readers gives me a lot of hope. Common people may just find the way to get outside the communitarian traps, avoid the staged conflicts, and start getting on with real living together.

Woke this morning with the word "community" running around my brain. I had this great idea for an article addressing Robert Putnam's Bowling Alone and I started writing it in my sleep. By the time I woke up and started a fire in my gertee and thawed out my pc and cords, it faded into vagueness, as dreams often do. In my dream I was a kind and gentle person writing a beautiful introduction to my understanding of what makes a natural community. But that's not how I write when I'm awake. Because of my directness and intensity, heck, I am often assumed to be a man.

I am not against building communities naturally or living in them. I've often been accused of being an uncaring, selfish individualist who does nothing for other people. That's because my opponents need me to be that person in order to discredit my ACL research. The truth is my lifestyle has always included making room for others. Hundreds of people have slept on my couches and floors, and I've often found myself in the position of caring for people I hardly knew. There's a lot of things about me that don't fit the designation the communitarians give me, and Professor Crawley from the University of Wyoming, when helping me via email to understand deductive and inductive reasoning for our thesis in 2003, insisted that my voluntary collective lifestyle made me a communitarian by default. I remember thinking yesh, I do know firsthand how communist collectives work... I do all the chores and the laziest of my roommates get to sit on their butts and do nothing. :)

I've been traveling and living across the US and Canada for 53 years. I've been helped out and offered a place to crash by countless generous North Americans, and I've never felt as if our people didn't have a sense of community. What I experienced was an abundance of community spirit wherever I went. Not that I was always welcome in those communities (I was spit on in Hawaii for being white) but some places were unbelievably welcoming (is there anyplace friendlier to strangers than Wyoming or along the Alcan Highway?)

When I found out that the plan was to eliminate people like me and all the other individuals who are born "helpers" and replace us with a government funded community council, I was horrified.

I can't help it, at my core I oppose government manufactured fake communities that destroy genuine community. I read, study and try to interpret government and NGO publications that contribute to rebuilding America and the world into micro-managed police state collectives. We began by opposing specific COPS' ordinances and regulations mandated in UN Local Agenda 21 in Seattle in 1999. We expanded our research to include every piece of the communitarian theology-philosophy that ties to the communitarian's global political agenda. This naturally led us to examine many of the ideals promoted by the communitarians that we thought were "good."

Is recycling "bad" just because the global communitarians seized the idea as their own? I never believed that. In fact I still believe many of the things the communitarians plagiarized from the natural world are "good." Protecting land and water from poison and decimation always appealed to the "healthy instincts of the plain man."

Just because the communitarians named their horrendous system "Community" doesn't mean they own the word. Just because the communitarians use the gay community to further their horrendous hate laws doesn't mean we oppose gays. Just because the communitarians use Christians, Jews, Muslims, and Native spirituality doesn't mean we oppose these religions. The communitarians use everyone and blaspheme every belief they can; like parasites they cannot exist without piggybacking onto something that already exists (good or bad). They have no original ideas of their own.

Public-private partnerships are not new. (British and Dutch East India companies may even be the modern EU models). Corporations began destroying the North American continent and everyone on it long before the communitarians published their sustainable development plans. Protected imperial corporations stole the land and harbors in all the places that became known in the 20th century as The Third World. Indigenous people across the planet wrote Declarations of Independence much like the Americans did, but today they're all completely communitarian. Somewhere along the way everyone and every place got sucked into the communitarian plan.

As a nature lover all my life I used to identify myself as part Green. I thought some of it was too bizarre to take seriously, but I automatically, emotionally subscribed to the principles, before I knew what they were. The con doesn't change the way I live or my level of respect for the natural environment. The fact that environmental legislation became known as EU Environmental Communitarian Law should have been disclosed to the common people who complained about the poisonings and destruction of their communities in the first place.

Our studies in the Hegelian dialectic indicate a purposefulness behind the legitimate government's refusals to control unchecked and irresponsible corporate destruction of the planet. Commmunitarian solutions would not have been possible otherwise. People were seeking justice and restoration of their local degraded resources, but it's simply not possible that everyone in the entire world came up with the exact same communiatarian plan at the same time. That should be all the evidence of an organized plan we need. But it's not, it's so not.

Community Services Officer SPD Hope Bauer told 100+ people at a Town Hall meeting in Seattle that the police were advised to not enforce the noise ordinance in City code for five years prior to the 1999 Revised Noise Ordinance proposal. The revision proposed a $250. first time no warning fine for any discernible noise over 50 feet! A second infraction of the new code was $1000. fine and/or six months in jail, plus the authority to abate the property (always the ultimate goal). SPD Officer Hope Bauer said she had no idea why the police were told to stop enforcing the established law, even though she was on the start-up committee to revise it. Hope was also the friendlier neighborhood COP who guarded the Dawson clients during the hostage taking incident and told them to "shut-up" about their rights. She told them, "You people already have too many rights in this country as it is." That's what the COPS mean by promoting a livable community, and community police play an active role in all sustainable development.

Communitarian policing was introduced to the world in the mid 1990s. One of the first "triggers" for me, the thing that pushed my involvement into high gear and led to Dawson v. Seattle, was when Community Policing Officer Hope Bauer told the Dawson hostages to shut up about their "rights" because, "You people have too many rights in this country as it is."

I spent years looking for the answer to why she said that. Starting with the new concept for community policing naturally led me to the new concept of international community justice. Now I finally understand WHY Americans could not be told about this new legal system, and still can't be told, even when they're being told.

It drove me bonkers when the term "communitarian law" was discounted as unverifiable. I've since posted hundreds of links to case law, universities and seminars openly teaching communitarian principles for international justice. At some point the Americans have GOT to start studying the actual LAW, don't they?

Now our fellow citizens (my son included?) can be arrested on US soil for communitarian crimes by international communitarian police and tried in an international communitarian court practicing international communitarian law. But don't worry everybody, we can rest assured they will be well defended by local communitarian lawyers.

In stark contrast to Mr Brown, who littered his conference speech last week with policy announcements, Mr Cameron made no new manifesto pledges during his hour-long address, his last to the party before the general election. Instead, he set out a broader vision, urging voters to rate the party leaders on their judgment ahead of their policies.

"It's your character, your temperament and your judgment that in the end count so much more than your policies and your manifesto," he said. "If we cut big government back. If we move society forward and if we rebuild responsibility, then we can put Britain back on her feet. None of this will be easy. We will be tested. I will be tested. I'm ready for that, and so, I believe, are the British people.

"I know that today there aren't many reasons to be cheerful. But there are reasons to believe. Yes, it will be a steep climb. But the view from the summit will be worth it."

The Tory leader said that big government had led to "the steady erosion of responsibility" and left Britain with a "dark side" of poverty, crime, addiction, failing schools, sink estates and broken homes. He would lead Britain "in a completely different direction".

He vowed to "tear down Labour's bureaucracy, ripping up its time-wasting, money-draining, responsibility-sapping nonsense".

"This is my DNA: family, community, country. These are the things I care about. They are what made me," he said. "We will reward those who take responsibility, and care for those who can't."

Reserving his fiercest criticism for Labour's record on poverty, he said: "Labour still have the arrogance to think that they are the ones who will fight poverty and deprivation. When we announced our plan to Get Britain Working you know what Labour called it? 'Callous'.

"Excuse me? Who made the poorest poorer? Who left youth unemployment higher? Who made inequality greater? No, not the wicked Tories, you, Labour: you're the ones that did this to our society." His speech attempted to bring some optimism to the conference after the bleak economic picture painted on Tuesday by George Osborne, the shadow chancellor.

"What I want to talk about is how good things will be," said Mr Cameron.

But he warned his supporters and voters that the immediate future would be grim. "I have no illusions," he said. "If we win this election, it is going to be tough. There will have to be cutbacks in public spending, and that will be painful.

"We will need to confront Britain's culture of irresponsibility and that will be hard to take for many people."

In a highly personal passage of the speech, Mr Cameron spoke movingly about the death of his disabled son, Ivan, in February and the doubts he had experienced afterwards. He said: "When such a big part of your life suddenly ends, nothing else – nothing outside – matters. It's like the world has stopped turning and the clocks have stopped ticking.

"And as they slowly start again, weeks later, you ask yourself all over again: do I really want to do this?"

Mr Cameron then paid tribute to his wife, Samantha, who sat in the front row of the packed Manchester Central arena.

"I know what sustains me the most. She is sitting right there and I'm incredibly proud to call her my wife," he said.

Mr Cameron paid tribute to the Armed Forces and promised to equip them properly; he pledged to defend and reform the NHS and also to sweep away the "surveillance state", including ID cards; and he talked of his determination to make sure education funding goes directly to head teachers rather than quangos.

Turning to The Daily Telegraph's disclosures on MPs' expenses, he said: "We are just starting the job of building the new politics we need. Because the anger over expenses reflected something deeper."

I just realized that I have more information on the subprime meltdown. Several years ago, I did a research project for Eagle Forum of Idaho. There is a small rural town named Star that is outside of Boise. A builder had built a large number of homes for which there were no buyers - and there was no business activity that would signal that there would be a market for those homes. One of residents of Star was most unhappy about it because they changed the rural character of the town - and the homes were sitting empty and she wanted to know what was going on because that's not normal. So I agreed to look into it.

What I thought was going to be a simple little research project turned out to be a Pandora's Box. I spent a couple of weeks reading and searching and by the time I got enough of the story together to put up webpages, I was worn out so rather than writing it in a story format, I produced a timeline of who did what - when and I put links off the timeline to source documents and in some cases to other webpages that explained more fully what was being done.

Basically, what happened in Star was that they were building a planned community that was part of Clinton's 'Sustainable Development' - Agenda 21 implementation. I was more focused on the Agenda 21 issues because the financing of the project wasn't an issue at that time.

What happened in brief was that Mayor Brent Coles of Boise, was solicited at a Mayor's Institute Conference and he was guided into the scheme by an economist from Berkeley, Dana Belzer. She "helped him" by advising him to establish a private partnership between himself and the Mayors of the surrounding communities. She also helped him get a $500,000 grant from the EPA for a "study". The story goes on - but the bottom line was that Mayor Coles was being facilitated into establishing a regional "governance" structure and - in my opinion, the $500,000 was payoff money for the mayors. Mayor Coles ended up resigning as Mayor on a trumped up charge that he attempted to get reimbursement on his expense account for theatre tickets for himself and Belzer while they were at a conference.

A part of the story that I covered on the surface but didn't really look at in detail was the community development funding. That's the part of the story that relates to the subprime meltdown.

The organization that doing business in Idaho - buying loans was named the Community Development Fund. Their website was taken down, but I did recover a lot of the pages including presentations they did explaining how their business worked. If you read those pages, you'll understand how the secondary market for subprime mortgages was working. And you'll see who the big players were behind it.

Considering everything else that happened during the Clinton Administration concerning the 'reinvention of government', the Summits of the Americas, the NAFTA agreement, the WTO agreement, the Executive Order to implement Agenda 21, and the financial condition of our country and the reasons for it, it is my opinion that this subprime meltdown was strategically planned. The CRA was put into law and it sat there like an explosive device on a timer. The taking down of our economy has occurred in exactly the same way that a building is taken down - a series of blowouts in sequence - timed to knock the foundations out from under us. Why? Because the globalists have in mind to create a world government - and to do that, they have to destroy competitors to power. That would be the United States.

On September 8, 2000, Bill Clinton signed the Millenium Declaration, mandate for global governance.
