UN Agenda 21 in Idaho, by Vicky Davis

Last night I was a guest on Rick Adams Radio Avenger RBN Radio show. I totally forgot to post it here. (It dropped back down to 40 below last night and that shifts my focus a bit.) Pete sent me mp3 files so I can make the show available.

Before I forget again, I'll be on the Jeff Rense radio show tonight at 8pm.

During the second hour last night, Rick took calls and I enjoyed it very much. Could be the fact that I'm alone most of the time lately, but every caller touched me and I felt very connected to each one of them. One of the callers introduced herself as Vicky and asked whether Communitarian Law is part of Maritime Law. As this is one of the most serious omissions in my legal research, and very few have ever noticed it, I knew immediately I was talking to another researcher. When it clicked with me that it was Vicky Davis, a woman whose work I've been studying lately... I was like, "Hey! I need to meet you!"

Here's an example of why of her work is so relevant. I chose this article because I have family in Idaho and many friends there too, some of whom may already be familiar with Vicky's work.

Recently, the Citizens for Smart Growth, a citizens group in Star, Idaho asked Idaho Eagle Forum for some help researching what could be done to stop Mayor Nathan Mitchell from turning Star and the surrounding area into a California style suburban bedroom community. Ada County with Mitchell’s support approved a planned community development of over 600 homes near Star with the option to build many more after that. Star does not have the roads or infrastructure to support the Avimor development and apparently there is no market for the homes anyway because many of the homes they’ve already built are being rented.

Star is a rural community. The residents like it that way and they want to keep it that way so the objective is to recall Mayor Mitchell and send him packing.

The parent company of the Avimor is SunCor, an Arizona corporation that has thousands of acres under development in Arizona, Utah, Idaho and New Mexico. They also have developments in California and Mexico.

What started out to be a minor research effort became a "Holy Smokes! What Do We Have Here Project!" It turns out that the United Nations Agenda 21 program is being implemented in Idaho. If you don’t know what Agenda 21 is, then you’d better find out in a hurry because it will affect every aspect of your life, your children’s lives and in fact the direction of this country. Here’s a hint: Think Al Gore and ‘Earth in the Balance’ and Mikhail Gorbachev, Maurice Strong and the Earth Charter. Think centrally planned and managed economy hiding behind environmental issues.

Agenda 21 is not simply about land use. The implementation plan calls for a complete societal ‘transformation’ to make preservation of the environment the single most important thing in a person’s life - a religion as both Maurice Strong and Mikhail Gorbachev have said.

So how did Star get caught up in this nasty business? To understand the present, one must understand history. This history begins in 1977 when Ada County surpassed the population density needed to be classified as a ‘transportation management area’. Once that density is reached, the federal government requires that a Metropolitan Planning Organization (MPO) be established and the area is then eligible for federal grant money for planning and infrastructure. Ada County formed an MPO that they named the Community Planning Association. In 2003, Canyon County reached the population needed so they joined the Community Planning Association and it became the Community Planning Association of Southwestern Idaho (COMPASS).

Jumping ahead to 1983, the United Nations established a commission to produce a report on the environment and anticipated global environmental problems and to formulate strategies to deal with those anticipated problems to the year 2000 and beyond. In 1987, the commission’s report, the dubbed the Brundtland Report was published. From the Brundtland Report came Agenda 21:

"In 1992 leaders at the Earth Summit built upon the framework of Brundtland Report to create agreements and conventions on critical issues such as climate change, desertification and deforestation. They also drafted a broad action strategy—Agenda 21—as the workplan for environment and development issues for the coming decades." http://sdgateway.net/introsd/definitions.htm

In 1993, President Bill Clinton signed Executive Order 12852 which called for the establishment of a commission to oversee the implementation of Agenda 21 in the United States. This was never debated and Congress never voted on it. They just allowed it to become law by doing nothing.

The various federal departments of government have their own programs to implement Agenda 21 in their area of responsibility. Non-governmental organizations (NGO’s) with grant money are being used as the surrogates for federal government implementation. The NGO’s show up in your community masquerading as public interest organizations when in reality they have a very specific agenda towards ‘transforming’ the community. Idaho Smart Growth is one such NGO established for the purpose of implementing Agenda 21 in Idaho.

From this point on, the story is best told by following the timeline of the regionalization project of the Community Planning Association of Southwestern Idaho paying close attention to who did what - when. Before reading the timeline, it is helpful to know that the Communities In Motion Project is a five county regional plan. The 'Blueprint for Good Growth' is the Ada County plan of which Boise is the hub. In reality, it's all one plan with two phases that neuters elected local government and implements unelected regional governance by committee.

Weekly South African Report

David Icke wrote a new article about Common Purpose, it's posted at rense.com. Ike doesn't mention the word communitarianism once. I know Icke is an expert on the Illuminati, and I'd never question his authority on that subject. But is it really possible Icke doesn't know the actual and easily verifiable philosophy for the type of government he describes Common Purpose as administering? Is he really unaware of the EU's communitarian supremacy of law? He cites Brian Gerrish. Has Gerrish identified Common Purpose as communitarian yet?

Found this when I grazed through rense's links.. if I did decide to go to South Africa and hold seminars in anticommunitarian studies I'd sure have a lot of homework to do first!

Several people have sent me the link to Phillip Jones' Oct 20, 2008 article, The Corporatists published at rense.com. Jones does a fine job of explaining the history of the European "sides," and he identifies them all, by name:

"Their New European Order is little more than a stepping stone to the imposition of a Global tyranny based on the new `Third Way` or Communitarian ideology so beloved of the likes of Tony Blair et al.

"Communitarians want to create a post-modern, post-democratic feudal society run by a small number of rich and powerful people with everyone else working as peasants. In order to achieve their objectives they must destroy the middle class and the nation state."

More people are writing about communitarianism than ever before. Unlike Jones, many of them are still clueless what it actually means. Tim Wilson explains the confusion caused by people attempting to describe the synthesis while still "believing" in one side of the dialectic:

"My take on it is that libertarians, frustrated that libertarianism was being mocked by all sides, created communitarianism as a mirror opposite party. Libertarians have insisted that they are somewhere in the middle, even though it's quite impossible to place it on a standard, left/right, political chart. So, making communitarianism into a middle ground as well, well, that is a stroke of genius.

David Icke put a link to my blog on his "news" page. I've had hundreds of hits from England coming from here from his site. I don't know him and I admit I've never studied his work or listened to any of his tapes. As far as I know Icke does not include anything about communitarianism in his research. My focus has always been communitarianism so I didn't spend any time on his work. Besides, to me he's always seemed like the British Alex Jones (I don't study or listen to Jones either). Rich and powerful people are creating an elitist global system of justice. It continually seeks self-validation for their imposition of corporate trade law on all nations. Now (it seems) national security and public order are in jepordy when international funny money starts disappearing and changing hands. It's called a "state of necessity" (as opposed to the old, familiar "state of emergency"?). My only question for Gov. Sarah Palin now is, will she call out the AK State Militia during a "state of necessity?"

This paper examines the impact of international law on the ability of states to mitigate the effects of financial crises. It focuses on the invocation of investment treaty disciplines in the aftermath of the 2001-2 Argentine financial crisis and the adjudication of Argentina's defence of a state of necessity, under both subject treaties and at customary international law. The paper uncovers three interpretative methods in the jurisprudence on the relationship between the treaty exception and customary plea of necessity: methodologies I (confluence), II (lex specialis) and III (primary-secondary applications). Method I is the dominant approach in the jurisprudence and the most restrictive of the three readings. The paper argues that method I is mistaken both on a careful interpretation of the two legal standards and on a broader historical analysis of the emergence of investment treaty norms. Given these substantive flaws, the paper isolates the motivations to account for the popularity of this method through a close reading of the awards. These reveal continuing tensions in the field, not least the problematic suggestion that a single value of protection should exclusively inform our understanding of the purpose of investment treaties. These sociological features of investor-state arbitration should, it is suggested, inform our choice on other interpretative methods. This comes down to an election between methods II (lex specialis) and III (primary-secondary applications). Method III is the most convincing and coherent reading of the relationship between the two legal standards. The paper concludes by offering a framework to address the key interpretative questions implicated in that method: (i) the identification and scope of the notion of "public order" and a state's "essential security interests"; and (ii) the appropriate test of "necessity" or means-end scrutiny.

In the meantime, I'm busy as heck getting more insulation up and tearing out the molding carpet created from the leak during the big rains. Someday I WILL get to build a gertee from start to finish and THEN move into it. It's been a bigger struggle redoing the inside walls because I pulled all the wool out of little gertee and brought it in here. No more snow yet but it's only getting up to 28 or so during the day so putting up the new roof is going to take some extra figuring out. Got about 2 cords of dried spruce logs, chopped and stacked by my wonderful big strong neighbors who still can't figure out why I don't get myself a husband who will do all the hard work for me. Even without bottom teeth they still think I'm marketable. heh.

I'm not very well known and I used to think that who I am doesn't/shouldn't matter. In the early days of the ACL there were no pictures of us or our personal stories, except for the story of how we got involved in the ACL. I still think the only thing that really matters is the basis of my argument against rebuilding a global communitarian government. I always considered myself mainly as a researcher and hoped a "real" writer would pick up on my work. I was so naive I even sent 500 COMPASS docs to the New York Times!

As for public speaking, I was never interested in it. My stage performances were as a musician/vocalist and a dancer; whenever I had a few lines in a musical production I tried to give them away to other actors who loved talking on stage. The first time I signed up to make a public comment before Seattle City Council I almost left before it was my turn to speak. Most community meetings I attended I said very little and instead listened (and wrote furiously in my notes about what the others were saying).

Jeff Rense publishes many different views and theories at his website. Over the years I used several articles posted there, but I usually have a slow connection so I rarely get to listen to his or any other radio shows. When I first agreed to do his show I was a bit suprised since there was nothing on communitariansm in his published work. If I remember correctly it was Bobby Garner's writing to Henry Makow about the ACL, who then contacted Rense regarding my work.

He's billing tonight's show as "Palin and Communitarianism." Good thing I've read everything I had time to read about her... she took up the entire first section of the Sunday edition of the Anchorage Daily News. What a crazy turn of events.

The term itself was offically adopted at the Earth Summit in Rio in 1992. The mandate for sustainable everything became the foundation for localizing the UN Local Agenda 21 Programme in 168 member nations.

Hauled and cut wood all afternoon and set up a water supply to the new home gertee. Got lazy about putting up the last of the wool insulation, it's so heavy I just can't work on it every day. It's still raining most days but staying at 50 above so I'm grateful I'm not freezing AND wet. I can sure tell I'm in my 50s now; hauling logs hurts just a little more and the pain lingers for just a little longer. I can't imagine how I'll manage to live this lifestlye in my 60s, unless little Freddie takes over for me when he's 10. Of course there's always the possibility this area will be absorbed into Valdez or Glenallen or be in a borough government. This would mean new regulations will be passed that won't allow me to do this anymore. This may be the only place left in America where there are no building codes and no community developers or community cops. Copper Center has all the native "community health" programs and the local churches get faith-based grants but they don't have any power to inspect our properties or to give out tickets for Soviet code violations.

The Kenny Lake Mercantile (kennylake.com)is closing. Sharon Forster, current owner, lost in her civil suit against the former owners for non-disclosure of building problems. Word is Sharon didn't notice or check the box that said she wanted full disclosure. She moved here from Utah; nobody told her how many crooks live in Alaska too. It's a crying shame. She spent 3 years fixing everything and now she lost it all. We built her a beautiful website and her park has been packed ever since. The former owners are hated by most locals and many people boycotted it when the Winninghams owned it. The only reason Wengers opened their store at 11 mile is because the community begged them to and promised to support them. Sharon worked hard to repair the damage with the locals, and she even offered to manage it over the winter and keep all her employees, but they refused; they'd rather only cater to the summer visitors. This is very bad news for us, as it's "town." There's nothing else like it out here. Too bad somebody decent doesn't come along and buy it. It has great potential.

From Lisa Long's (Angels for Truth) newsletter I learned just by reading the titles how Palin is seen by the left, the feminists, the enviros, save the animals, stop global warming and Obamites. Communitarianism blends these groups with Palin's conservative, NRA, & pro-life Christian values. Obviously nobody's told these groups. As for Palin's Pentacostal beliefs, I wish that didn't even need to be addressed. But it's all part of the big entertainment show called Election 2008, and Sarah Palin is the rising star. There's an ancient prophecy that was told to my Inupiat friend Maynard by outside American Indians. Lakota and Hopi's said their people's visions told them there would one day rise a great white woman from the far north who would unite all the tribes and bring peace to all the people. I can't help but wonder what Maynard and those Indians think of this bizarre turn of events. Ho.

Is G.W. Bush next? What if the Bush's believe in their own brand of communitarian Jihad and train their children to sacrifice themselves for the greater good? Do Americans know the Earth Charter rests in an ARC (of the Covenant) in the Hague's International Peace Palace, or that it's called the Environmental Ten Commandments? Naw, why do they need to know all that? Maybe it's time I cleaned up the International Court page at the ACL. It's a mess of pictures and has a horrible layout, it was the first page I made after I learned how to insert pictures and graphics. I also was shocked at what I found when I studied it and my attitude prevails. I could tone it down because it is an important piece to the plan.

Lisa also sent a link to Devvy's latest article at newswithviews reposted at blacklisted news. She mentions an interview tomorrow night on the Jeff Rense Show with a man named Ben Partin. Looks like it should be a really interesting show.

Thnaks to Bobby for studying the UNESCO documents Pete sent me and for writing a synopsis for us at congregator.net. It's clearly a communitarian program. Isn't it amazing how much of their plans they wrote out in detail? Devvy tells us about a whole series written by the communists:

"In my last column, I strongly recommended that people read an assessment by my dearest friend, retired USAF Brigadier General Ben Partin, titled, Deadly Failures in Intelligence Analysis and Defense Preparedness. Ben is no lightweight; his bio is in the link. Devvy sounds a lot like Nancy Levant these days... her description of boobtube watching Americans is oddly similar. Wonder what happened to Devvy's good friend Jerri Lynn Ball, author of Time Bomb and the Great Communitarian Hoax. I always wanted to correspond with Jerri but she never responded. The only difference between ours and her research is she cited a lot more insider government documents and never mentioned Etzioni or the Network (that I could find in Time Bomb). I don't use the descriptor communism interchangeably with communitarianism anymore than I use it interchangeably with socialism or capitalism. Must be summer or something but it doesn't irritate me as much now when I see aricles like Devvy's focus on just the communists, as if they are the only ones who helped establish the rules for the global games.

But I do disagree with her opening statement that Bush is a communist. Bush is a communitarian, he blends communism with capitalist corporatism/free trade. He represents the emerging planned synthesis of ideas. He's much more than just a communist, he's part of a whole new breed of born again community volunteers.

Hey! Look what kinds of money is available to people who want to Preserve America! Camp Redington is a Living Alaskan History Project. A local teacher was awarded a Teacher of the Year visit to President Bush. This is crazy but I bet we'd qualify.

The speaker in the video is Brian Garrish, he's speaking about a group called Common Purpose. Bobby Garner has sent me information about them in the past, trying to find his references in my mail. I wonder if any American researchers have identified the U.S. participants involved in changing the U.S. government in preparation for a "post democratic era." This is exactly the kind of information we are including for other countries in 2020. Paul Barnes' Canadian 2020 Perspective will be of great assistance to Canadian readers. Only locals can be this familiar with all the names and organizations operating in their home states. Maybe only locals are interested in knowing all the names... but what Noakes does with this piece is show how obvious the connections are between the people involved in furthering the ultimate goal. Identifying the players is KEY.
