Eight year old ACL blog posts recovered by Nordica

It's springtime in Alaska and it's been a busy month for this crazy winter camper. I've finally decided that as long as there are still utilities available to our civilization, then I want them all! Of course I still choose to live in a Gertee. I am going to start designing and building them with plumbed floors for drains and hose attachments for clean water. I found a spot in Wasilla right on the Parks, and once again I will be tearing the 20' down and moving it to a new home/retail location. But unlike the Chitina fiasco last summer, this spot has VISITOR TRAFFIC, electric, water, sewer, laundry, playgrounds and wireless! Over the summer I'm going to make a documentary of how I locate and get donations for all the materials to build new Gertees.

I'm grateful to have tried living a most primitive lifestyle while still being provided for within the infrastructure around me. After all these years of this trial, I'm fairly certain that 80% of the Americans I hear talking about how they plan to survive "off grid" or in the "wilderness" are in for a very rude awakening.

Nordica is finishing up a lot of the things that went on hold because of our new baby Tomas, and most importantly she's almost finished with the revision of 2020/TACM! She recently sent me a few of my old blog posts from the very first ACL website. They're filled with all kinds of interesting bits of information that are still relevant to current events. Peter Myers forwarded author Bruce Murphy's April 5, 2003 "Kristol's Weekly Standard leads the way."

Murphy's article focuses on the men, the money, and the newspapers behind the influence over the U.S.- Iraq war. He tells us DC is buzzing in reaction to less than favorable worldwide reports regarding the New American Century group's neoconservative influence over Bush Jr. Murphy's article (a version was published in the Millwaukee Journal Sentinal) led me down an interesting path.

Murphy tells us,

[begin quote] "Under Joyce, the Bradley Foundation made 15 grants totaling nearly $1.9 million to the New Citizenship Project Inc., a group Kristol led and which also created the Project for a New American Century, a key proponent of a more aggressive U.S. foreign policy. The foundation also is a significant funding source for the American Enterprise Institute, a Washington, D.C., think tank with many neoconservative scholars." [endquote]

Sources at Media Transparency provide us with the grant data matrix for the New Citizenship Project, which was also called "The Bradley Project on Citizenship and the New Century." Back in the mid 1990's, at the same time "liberals" like Clinton and Gore were creating the National Partnership for Reinventing Government, the New Citizenship Project funded research for the hazily defined "Projects to restore self-government and civil society."

The New Citizenship Project funded important research into the causes and prevention of crime, and they funded start-up for the Council on Crime. All of these projects fit nicely into United Nations' Local Agenda 21, the 1992 Rio blueprint for nationwide efforts to rebuild the world into communitarian civil societies.

The John M. Olin Foundation, listed by Media Transparency as a heavy contributor to The Project for A New American Century, was also the primary funder ($227,500.00) of Ronald Radosh's fellowship grant while he was at The Institute for Communitarian Studies, at George Washington University, DC. Radosh is the former communist turned conservative who needed a total of $277, 500 in grants to write the book, "Commies; A Journey Through the Old Left, the New Left and the Leftover Left."

Just a quick perusal of his articles posted at FrontPage Magazine.com is enough to show an observant student of the dialectic how creative (and well funded) the communitarians are.

Alaska's nothing more than a giant WAR GAMES playfield

I finally made it up to the Merc in spite of another foot of snow, and found this flier on the counter. It's the first I've heard of it:

Looks like they're claiming the entire north Wrangell St. Elias Park (#4). I'm going to look into this a lot further. My neighbors have told me since my arrival in the Basin five years ago that the U.S. military has "secret" plans to develop their hidden compounds in the Wrangells. I was told by more than one local about all the military transports flying through Kenny Lake the year before I got here. When I lived back on the bluff, I often heard big airplanes and helicopters flying low above the Copper River. Word is it happens on the Tonsina River too.

Then... there's that bit I found 4 years ago about Fish & Game wanting a checkpoint at five mile Edgerton outside Chitina. Alaska State denied their request based on lack of available funds.

Tim said he hopes this comes here because when one of their planes crash he can go get parts off it, and "they pay good" for rescue operations! His family worked for the U.S. Army back in the fifties recovering their plane wreckage using dog teams to get back into the wilderness.

What I find fascinating at first glance is how perfectly these proposed military regions go with the maps I've been studying of 1979 Native Land Act/Ahtna lands and the all knowing and far seeing WISE one's Copper River Watershed Project and Copper River Country Mapping Project.

We're also located at the top of Y2Y, and, as most people know, HAARP is just up the road too. I'm reading Tesla by Margaret Cheney right now, learning a lot more than I thought I would. It's got me thinking about how much electricity makes my life more comfortable.

The U.S. military has a long and honorable history in Alaska. They have every right to use the roads they built and they have a sworn duty to protect the population from invaders. Do they have the right to play war games in people's backyards or become the invaders themselves? No. And this would not be the first time they made the mistake of destroying the landscape.

There are MANY in the U.S. government who view Alaska as a frozen wasteland.

In 1963 the Atomic Energy boys made plans to NUKE a harbor in Point Hope, Alaska. It was the AIM organized Native Inupiat population who, for the first time in history, aligned with the Athabaskan Indians, who together STOPPED the PEACEFUL NUKING OF ALASKA.

These are Ahtna lands the big joints want to play loaded paintball on... the same lands I can't even walk across... what do the tribal leaders have to say about it?

One of the reasons they give for choosing our area is because of the electromagnetic fields here.

Will the "training" be limited to U.S. soldiers only? As the old Sarge used to say, "Not only No but Hell No!" We've shared "joint" DoD training with the Israeli Defense Forces since 1984.

Elisra has announced the success of a joint US-Israeli exercise which was carried out recently in its Active Defense Battle Lab, jointly shared by the Israeli Air Force (IAF), the Israeli Ministry of Defense (IMOD) and the US Department of Defense (DOD).

The Active Defense Battle Lab is developed and maintained by Elisra's Tadiran Electronics Systems Division since its inception in the early 90's. An end-to-end simulator of Theater Missile Defense, the Lab simulates attacks against defended assets, and the operation of defense systems against those attacks.

The computerized exercise was wide in scope, including operational forces and combat fighters and simulated a ballistic missile attack on Israel and the use of Israeli and US Missile Defense Systems.

Gov Sarah Palin, before she resigned to become a star, sent the Alaska National Guard for joint training with the Mongolian communist military homeland police. they called it Khaan Quest!

Isn't it altogether too convenient that this training issue is to be determined via the EIS process... stakeholders who may have concerns or input may post "comments" during a brief time when most people have no idea it's happening. Then the planners get to determine their own further actions based on what the EIS scoping period determined for them. If enough stakeholders come out in strong opposition, they claim they will abandon the plans. Has anyone ever seen this happen?

The bummer is the process for objections is pre-established and in their favor. In some ways all the scoping does is let the planners know who their local opposition is prior to moving into an area.

Summary of Key Issues, Points, Conclusions:
The central idea of this concept is to provide defense using integrated operational and tactical offensive and defensive measures to defeat external threats and aggression as far from the Homeland as possible. This will occur in three regions:
• Forward Regions – Forward Regions are foreign land areas, sovereign airspace, and sovereign waters outside the Homeland. DOD’s objective in these regions is to detect, deter, prevent, and defeat threats and aggression aimed at the US before they can directly threaten the Homeland. This objective can be achieved independently, through preemptive attack (if actionable intelligence is available), or in conjunction with major combat operations, stability operations, and/or strategic deterrence.

DOD’s objective in this region is to detect, deter, prevent, and defeat aggression and defend against external threats. This objective is achieved through air and space defense, land defense, maritime defense, and cyber defense. In addition, to achieve CS and EP objectives, DOD must also prepare for and be able to mitigate the effects of catastrophic emergencies and be prepared to support civilian agencies against internal threats or national emergencies if directed by the President.

• Detect, prevent, (including through deterrence and preemptive attack) and defeat potential threats to the Homeland as they arise in the Forward Regions

Kenny Lake to hold another Community Revenue Sharing meeting on June 15

The state of Alaska DCRA responded to my neighbor's email complaint about the lack of public notices required under the "Minimum Qualifications" for the revenue sharing program. Their response (posted below) assures him the KLCL has done a "great job" with the program in the past and assures him this "oversight" was a "rare occurrence."

After asking several people I know who live in Kenny Lake, I'm still convinced only a few people in Kenny Lake have knowledge of the existence of this revenue sharing program. It appears to me that even fewer residents know that individuals (not just 501cs) in the community can apply for funds that are "irrevocably dedicated to a public purpose."

The issue for me now is finding exactly what criteria constitutes a public purpose. WISE certainly does not belong to the "people as a whole." I don't know anyone in Kenny Lake who benefits from WISE activities and programs. I do know several people and businesses in Kenny Lake that are affected by WISE activities and programs, but affected does not necessarily mean a positive benefit to the people of Kenny Lake, and, there is evidence to suggest WISE actions actually have a negative affect on the community as a whole.

Here's my "problem" with this whole funding scene. The Wellmans own and operate a private Bed & Breakfast that's in direct competition with other business owners in Kenny Lake; this is an important factor in my estimation. How does Patty Ryan at the Golden Spruce, Lisa Boone at the Merc, Ada Wilson's Native Arts, the upholstry shop or the new greenhouse on the Old Road get a positive benefit from public funds going to the Wellman's property (or, for that matter, Billy Williams Ag project)? In addition to it being in their private home and commercial business, it is the office for WISE and the religious School of the Earth, and it may also be the office for the new Wellman Council (which needs to be explained) and the new Willow Creek Watershed Consortium. That they have a firm hand in every organization in Kenny Lake that receives community revenue is enough to make me think we, as a community are in dire need of more transparency and must find a way to include more public input into local "government" funding.

Since we are an un land taxed, unincorporated, non Borough affiliated area, I wrongly assumed this was one of the few "free" places left in the states. We are being sucked into the regional government plans as easily as a fished is slipped back into the river. Local residents are none the WISER, and since the League is a membership organization (now corporate) which requires an application to join, it does not fulfill the constitutional role of a locally elected government entity. The current leadership of the KLCL (excluding the new treasurer) does not adhere to basic constitutional requirements for legitimate government agencies, as is evidenced by their total lack of response to requests for information about their purpose and programs. Apparently their superiors at the State government and their BLM "partners" in the Federal govt support this "new" policy of communitarian balancing.

I would also like to explore the foundation for Janelle Eklund's (President of WISE) private tourism business (Copper River Country Nature Tours) that uses the exact same name as was developed by her and her friends during our Regional Tourism Branding workshops. (And the use of the word "country" is of particular interest since most locals and local companies call themselves the Copper River Basin or Valley.) Then there's the whole Copper River Country Stories Mapping Project, the tourist map that eliminated all the local service and goods providers from the map, ongoing for the past 2 years now, under the lead of WISE buddies at the Copper River Watershed Project. The CRWP is served by One Northwest, whose 2007 Report tells us:

. . . created 28 new websites.
. . . launched 11 constituent relationship
management databases.
. . . developed 13 new email newsletters.
. . . hosted 1,249 lists with our email list service.
. . . provided service to 195,986 subscribers to

. . . provided the 2,767 subscribers to ONEList with
online organizing strategies, tips, and techniques.

So what we have here are a few local (globally connected) businesses that control Kenny Lake. They know how vital a community website is to sustaining local businesses and local residents. They know that over 60% of Alaskan Tourists use the internet to pre-make their travel plans. They know that Alaskan businesses miss out on at least 60% of the market when they do not have an online presence. They know unenlightened local businesses and unevolved local residents cannot compete against their tightly controlled, well connected and well funded group of Enlightened Ones. They surely know the value of Public-Private Partnerships, a term most locals have never heard once in their lives. And yes, they all "volunteer" for various causes and events, but they also make a lot of money off their directly related for profit tourist businesses.

This blog had visitors from the DOA in Juneau this past week. The State of Alaska came in directly to the page I wrote about the revenue program. Yet my email to Tara Jollie at DCRA, where I requested the proper procedures for administering the program and the exact process for contesting the results of the unpublicized community revenue sharing meeting on May 11, 2010, has not been answered. My quest for evidence of a a public purpose for WISE and the legal standards by which we can judge if WISE programs serve a public purpose is ongoing.

I remain unconvinced that Gay Wellman's private for profit and non-profit tourist businesses serve any LOCAL public purpose. I say it's not a coincidence that the two men who objected to my proposal to build a community section at kennylake.com have both been top receivers of these community funds for the past four years, including $12,000. out of this years' pot. Isn't it interesting that the WISE nature tours just happen to go along the same creek the WISE ones decided they needed an extra $4000 to "study" this summer?

DCRA staff talked to several members of the Kenny Lake Community League including its treasurer and president.

The FY 11 Community Revenue Sharing Program public meeting notice for Kenny Lake was advertised in the local newspaper “Copper River Record”, on the local radio, and emailed to community members. However, there was an oversight on the posting of the public meeting notice in three prominent and public places for at least 5 days before the meeting.

President Gay Wellman agreed today to hold another community meeting on June 15, 2010. That meeting will be noticed in at least 3 prominent and public locations for at least 5 days before the meeting. She will be providing DCRA with copies of the notices.

The Kenny Lake Community League has done a great job with its revenue sharing in the past. DCRA considers this posting oversight a rare occurrence and after the second public meeting is conducted, this issue should be resolved.

Organizing for Community

Doing some research into how to start a community development association. Ever since the Kenny Lake Community League refused to answer my question as to whether they have expanded their purpose to become a development league... I've been thinking of how to deal with that. It's pointless to write about them or try to engage them in legitimate debate. They publish one sided lectures against me in their communitarian local paper (The Copper River Record) and sneer at what they perceive to be my "selfish" character.
Our local community activists are lining their pockets with grant money that's supposed to be used for rural economic development. In my four years here I haven't seen them do ONE thing to boost the local economy. I have seen them enrich themselves and their private/NGO businesses after convienently writing themeselves into the Kenny Lake Plan. These people do not create jobs, they get grants that help them shut down the local resources to locals who don't live off the taxpayers. Grants that are supposed to be used to help promote locals and tourism are in fact used to promote the internationally protected heritage site called Wrangell St. Elias.
The Copper River Country Mapping Project is still underway, and it will not help local non Native/non enlightened businesses at all. The bottom line out here is the Ahtna Indian Tribe, the same ones who got the 5 million to improve community health, just hired 6 unarmed police officers to "help" the State Troopers patrol our roads. Land Protection officers are armed, so this is a new development for our area and I can find nothing online to corraborate the information about the new cops that came to me from a local resource. So who controls the land and the roads in the Copper River Valley? http://www.ahtna-inc.com/ldmt.html Last fall Ahtna was charging $1500.00 for a permit to cross their lands to get into public hunting grounds.
No wonder the issue of whether we should become a bourough is moot. The feds have a much easier avenue into our area called Tribal Government. It's a lot easier to convince the tribes to demolish freedoms guaranteed under the constitutions since they were not included in that deal. My personal theory is that genocidal Imperialism (practiced or admired by many Europeans in the Americas) was an absolutely necessary "step" to achieving global communitarianism. In my naive world view I used to believe the USA was expanding national constitutional protections to people of color and women. I used to believe my generation was going to be the one who truly broke away from the racism of our parents, and that's how I lived my life.
Thanks to Alinsky I now know the Declaration of Independence was unbalanced propaganda:

Here's our local development association and their mission statement. I've been keeping tabs on their website since I built kennylake.com in February 2007. It's still under construction and has next to nothing at the site. What's almost funny is this is the group that helped write the Marketing and Branding Plan which said a website of the area would be a good idea couldn't manage it. They had a website making workshop, maybe even more than one. But their website remains so benignly empty... as if they're barely active at all. I'll base our mission statement on theirs, getting a feel for the lingo now. My comments are in red.

Our mission is to facilitate partnerships to improve the quality of life in Alaska's Copper Valley through economic development while protecting our natural and cultural resources. We serve the Copper Valley as an Alaska Regional Development Organization and Resource Conservation and Development Council.

Our mission is to restore confidence in the American work ethic and provide real jobs so people can eat all winter through building businesses based on profits while protecting all our right to be part of the local economy. We serve Kenny Lake and Chitina as an Alaskan owned operation, we don't have any affiliation with the federal or state government and do not survive off grants.

Copper Valley Development Association, Inc. is a non-profit (501(c)3) organization that serves the region as an Alaska Regional Development Organization (ARDOR) and Resource Conservation and Development Council (RC&D). CVDA is funding primarily through the ARDOR program, with federal support from RC&D Program with USDA Natrual Resources Conservation Service. Funds are also leveraged through various donations and fundrasing projects.

CVDA Helps Bring Economic Opportunities to the Region by:

Assisting Small Businesses (I have yet to see any evidence of this.)
Supporting Community Groups to Build Capacity and Develop Projects (Ohhhhhh.)

Kenny Lake Community League responds to my emails

This has been a busy and very fulfilling winter so far, and except for finding out our local league has specific plans to destroy our quality of life in Kenny Lake, I've been in a great mood and am getting lots accomplished. We're having a big dinner at Tim's tomorrow night and an "open house" neighborhood pool tournament after the toddlers open their gifts. See ya there!

Special thanks to the people who sent us presents for our Freddie, it took a huge burden off me. I love Christmas in Alaska, it's always been a special time of year for me. Some years I took breaks and didn't do anything more special than hang out watching movies with my kids, other years I had parties and dinners and decorated my house like I'm from Wisconsin.

Tonight Fred and I are making sugar cookies in Granny's Oven and preparing the halibut, crab and smoked salmon cream cheese balls. We'll have a ham supper, and while it won't be the most religious of ceremonial dinners, I will be sure to give thanks for the abundance in my life. I will also be thinking about how to kill these local yahoos with kindness. Gonna need help with that.

That was it. No greeting. No signature. dogsong just resigned as treasurer for the KLCL. She has been sending things to my inbox for a while. I guess she doesn't know anything about whether the KLCL is a community development agency. I guess as treasurer she can't answer any questions about the league's endorsement of WISE objectives and any taxpayer grants used to further those WISE objectives. I'm assuming our former treasurer can't explain the need for the by-law changes, or the vision for the future here. We're just all supposed to believe they are good people and that the overwhelming burden of the league's duties mandated the changes.

I guess "lots going on" didn't mean she knew anything about what was going on, specifically. Now I'm very interested in the placement of the league officers in the government heirarchy of this state. Are the league's leaders recognized public officials whose public positions means they have requirements to their constituents under US and AK state law? Or are only the federal and state employees beholden to us people under freedom of information acts, aka sunshine laws? Do the league members represent us in any way, shape or form? What does it mean to "administer grants locally"? If those grants affect residents in even the slightest of ways, shouldn't all adult residents be 1. made aware of the proposed changes, 2. given a public forum in which to debate all sides of the proposals, 3. asked to vote on the changes after rigorous public debates?

I can't believe I can't find the answer to my main Q:
What authority does the KLCL have over me, my family and my non-member neighbors?

THE DOCTRINE OF ANGELS

1. God's angels are created beings who are spirit in nature. They can take physical form and have intelligence. I guess that's just something nice to include in your doctrine; it doesn't mean anyone who attends the church or follows the minister's advice have to actually DO anything to resist it. It certainly doesn't mean showing support for anyone who actually resists. Thank goodness I've met a few sane people here who don't claim to be so enlightened they're practically gods and goddesses walking on thin air. You know who you are. :)

The WISE symbol is an owl. They have state signs along the roadways out here. Nobody I've asked knows what the signs represent, most have never heard of WISE or SOTE. IT also happens to be the symbol for a few other organizations, like Bohemian Grove. It's too bad that's the way Alex Jones got his "big push up" in the alternative news sector, because I might have paid it a little more attention otherwise. The Bohemian Grove showed up during my McKinley research. Two Hearst reporters wrote an article in Jan 1901, after they attended a ceremony, implying someone had told them McKinely would be dead before the end of the year. Hearst reporters were banned from further gatherings, and the President was assassinated in Sept 1901. Abrose Bierce, author of the Devil's Dictionary, is part of that story. And the way McKinley died is beyond freaky. His tomb and his designated place of death are errily similar buildings.

Copper River Record and WISE defend WISE objectives in KL

Merry Christmas from Camp Redington!

Nordica brought me the local paper because she thought I might want to see what editor Mary Odden and WISE executives Janelle Eklund and Paul Boos had to say regarding the growing controversy related to the Community League recently changing the league's bylaws.

The new Board of Directors is making fast plans to hire a "professional facilitator" to help them "straighten things out." They were challenged by another local (who I do not personally know) regarding some of their new corporate changes. He said some people around here think the Board members benefit financially from their volunteer work.

The Board's response in emails and at the meeting was to lecture him about what good, caring people they really are, and that their new positions are not salaried positions. My response was in an article I posted here last week, Enlightened Rule by Scientists and Experts. I should have added "and Volunteers" to make my point even clearer.

This is a hardcopy newpaper so I can't republish both editorials, and you can't read them at the above link. On page 3 of the December 17 issue editor Mary Odden gives us a driving lesson in a piece called "Who's Driving?" She writes about how perfectly she exists beyond the dialectical divides, and says,
"Consider this idea: What if the middle ground is really the high ground? What if thought is required - instead of having our knees kerked like marionettes?"
Later she expounds on her communitarian values with this: "
To those who don't like the word 'community,' I just want to say: community, community, community, community, community."
What kind of a response does she expect to her chanting? Does saying the same word, over and over, make it more powerful? Did her pen float when she wrote that line?

Then she adds this near the end:
"These are the people who get their feelings of power from dissaproving of and even despising others. In my experience, those are the people who are least likely to show up with a bucket of water when your house is on fire."
What makes that almost hilarious is the only emergency fire I've ever helped put out was back at Sharon and Daniels their first winter in Kenny Lake. The cabin he built for his wife and child had a problem in the stack and one day it caught on fire. Daniel was at Tims and we heard her screaming my name. After some confusion over the phone, Nord wanted me to call Tims, I just grabbed a five gallon bucket of water and ran through the trees to where their place is. My ladder just happened to still be leaning on the roof so Sharon ran up it and I handed her the bucket. We had the fire out by the time Tim and Daniel came running over. There's plenty of witnesses to that event, but I never felt the need to go around telling everyone about it. I'd never use it as an excuse to avoid being responsible for any other things I do in my life.

She admonishes me to hold my fire until February. Wonder why.

Turning the page we are greeted with a large headline called "A Season of Giving Thanks" from Paul Boos and Janele Eklund, the WISE leaders who worship Lucifer. Heh. Boos starts right in with reference to the emails that "flew" in the controversy over the bylaws. He directly referenced my email to the Community League elist and a link to my article with,

"One e-mail even commented that people who volunteer have a Mother Theresa complex, as if that was something bad."

I used the term Mother Theresas in response to their continual littany of all the volunteering they do. My tone was, okay, I get it, you're all practically angels here on earth, now, will you please answer the questions about your financial plans? I used that term because they brag and use their accomplishments and virtuous principles to avoid answering other questions like, "What do you need a new community credit card for?" What do you need to form Seven Standing Committees for? Is the league expanding it's original purpose to include Development?

I still haven't seen one answer to any of those Qs.

Boos and Eklund get around to the whole financial gain issue in the fifth column, after lecturing us about being mean spirited. They list all the things other locals do for each other as if I haven't done any "volunteering" since I moved here. It's too funny. I have been volunteering in this place since my arrival, beginning with helping Tim, later giving a huge discount for kennylake.com, built a Kenny Lake Museum out of my own pocket with no grant funding, and spent the entire fair in 2008 parking cars for the public, for free. The fair organizers never mentioned my contribution in their public thank you, but I didn't write the paper to complain or brag about how hard I worked to make sure everyone had a safe place to park and walk.

Our WISE teachers cleverly insert their program and their own altruistic volunteering with "educate our chuldren to respect where they live and who they live with" as if that is on the same par as volunteering for the Fire Dept. Then they slip us the big lie:
"These people don't volunteer for financial gain or power or for some sinister motive, but out of respect for their community and where they live. We truly believe these people are trying to make our community a better place to live."
I agree I didn't volunteer here for financial gain. I'm actually living proof of what happens when we volunteer to do deep background research for lawsuits and magazines full time. I don't agree they don't have a sinister motive because their websites tell it all very plainly. Why reference my research wthout giving the reader the oportunity to consider the facts for themselves?

The truth is this, I found a lot more than was in my article about them. Financial records show WISE receiving money. Regardless of the altruistic motives of WISE partners, it doesn't change the fact that WISE was included in the 2007 Kenny Lake Community Plan. WISE was given the greenlight in the Matrix by the 11 people who finalized the Plan. WISE funds improve private property. WISE funds are used to implement education of dubious intent and origins that any sensible citizen would agree requires further investigation and perhaps vigorous public debate. Public funds are beng used to teach us a new religion, a religion we know very little about. Besides the constitutional restriction against establishing a state sponsored religion, there is also the fact that their "religion" is the direct opposite of what most people claim to worship around here. If I live in a "Christian community," as all the local insist I do, then why does my community vision for the future include my mandatory global citizenship training in WISE's anti-Christian religion? How do the people who claim to be Christians justify their participation in this Luciferian vision? I don't belong to either "church" on either side of this dialectic, and US law says I don't have to either. What new law circumvents the US constitution in this way? The international law of Community Sustainable Development?

WISE writes:
"We don't see any evidence of the trumped up plots by unknown subversive groups that someone says they believe are trying to control our lives. We see caring and giving people that are friends and neighbors here. If that gives us Mother Theresa complexes, we wear the title proudly."
They don't see any evidence? Well neither does the person reading the paper. My article is no where to be found in this public rebuttal. I exposed their theosophy and identified their belief in bringing humanity into the Light. I challenged their right to expand the tiny purpose and role of the community league to include Economic Development. I have verified many of the programs CED introduces to the whole community. They don't even mention me by name nor do they provide a link to the article I wrote in which I provided ample, well researched, direct source evidence. They certainly never mention that the league board members are all on the receiving end of either govt paychecks or government grant funding. This simple fact places all their internal records open for public scrutiny under the Freedom of Information Act 1974.

Kenny Lake residents who want to see all the financial records of the members of the board and private businesses operating as NGOs have only to pen a brief request for perusal of documents, naming the exact documents they want to see, by name. Recipents have five days to respond.

I wrote Mary Odden a few times over the years, hoping against hope that the paper here hadn't gone into the Light yet. I wanted her to print the plans and tell the locals all the meetings and major changes happening at those meetings. Big changes are happening all across the Basin, and in a free society where the people are the government and government employees can be fired, BIG CHANGES would also be BREAKING NEWS. Especially changes to the system created by people who assume leadership roles over everyone else in the community, really caring and thoughtful people who were never elected so therefore also cannot ever be fired.

I completly disagree with Mary that the "middle is the higher ground," and my thesis details my argument against that entire philosophy. But I do agree that "thought is required - instead of having our knees kerked like marionettes?" Thought IS required, that's why all these WISE people can do is tug at our emotional heartstrings and hope we believe so much in them we' won't THINK about the facts of their entire operation. And one thing I know for sure, it's not me doing the jerking.

The league is not a government entity... nobody seems to know what it is, exactly. But only members can vote, and that means anyone who's not a member cannot vote on anything the league does. This is not the American system, no matter how much they want us to believe it is. I refuse to join their league and revoke any membership sign in sheet I ever signed, if that is how I "joined." The only authentic government representative I have out here is my State Representative. Time to find that person, I don't even know who it is.

Is it also time to start our own biased one sided community newsletter? Remember the good old days when there was more than one newspaper and each one had it's own editorial slant?

We let them stay at Camp Redington and Amanda (in AK for the summer from SF, she's a potter) asked to come back for a week before she heads to Hawaii. She's trying everything here and having a great time doing it. We have to wood to cut and build a new gertee with her so she can show others how to do it. Except now that we're getting fish everything else is on hold.

Anyone familiar with the ACL knows my introduction to communitarian programs and policies came in the form of mapping and land use planning. My work was never religious based. In 1999 I was used in a Community Oriented Policing Services (COPS) pilot test. City action teams were gathering and inputting our personal data into a GIS database. The pilot mapping program was created at the National Institute of Justice and it was called COMPASS. I spent several years studying the global mapping plans; this was one of the routes I took that led me to the UN:

Wanting to avoid religious topics altogether (especially after the vicious personal attacks and accusations of antsemitism by the mad Zionists at Constance Cumbey's blog), I started a new fact based article to explore the relationship between global community policing and LA21 mapping programs, sort of a follow up to Quiet Revolution. I figured this was a good, safe topic that keeps my writing within my area of "expertise." For months I've been on our local mapping groups' elist. They send so many I almost started deleting them, but skimming all the emails coming from the Copper River Country Mapping group ended up being worth my time after all. As a result of my interest in their new local "stories" map, I'm learning quite a bit about the level of UN LA-21 infiltration into my current neck of the woods. I'm seeing some heavy players coming here from the UN, US Forest Service, BLM and NPS, and they have the full cooperation of local Alaskan Tribal elders. What I wasn't expecting to find is our new world leaders have decided we need a new fish nation now too.

I originally contacted the local mapmakers to ensure Camp Redington and the Merc were included on their map. But then I read their notes that expressly stated that NO businesses would be on their tourist map. After perusing the "local" websites involved in mapping the entire Copper River Country as one unit, and seeing their having as a goal the objective of teaching everyone, visitors and local residents alike, about how we should honor and care for our land and waterways, I went off on a rant against them that I published here last spring. The thing was, I easily spotted all the same language used in Local Agenda 21 in their plans.

Here's the chapter of LA-21 being implemented in Kenny Lake, Alaska; it explains the reason our area deserves their "immediate attention."

On the human side, there is widespread poverty among mountain inhabitants and loss of indigenous knowledge. As a result, most global mountain areas are experiencing environmental degradation. So, what does the Fish God have to do with LA21 and GIS mapping? Last summer I found the artwork below and put it on my miniature Chitina dipnetting scene. The art I copied was from a summer seminar at UAF. I thought it was art and nothing more. I didn't research it then, and actually I think I made jokes about it. But when I found the connection between the Copper River Map and the Salmon Nation, I remembered the Fish Worship poster and started to see it in a slightly different light (from a 1000 different points).

The primary international connection to our local plan comes from the group called EcoTrust. Ecotrust is partners with the Copper River Watershed Project. http://www.copperriver.org/. Ecotrust is experienced in drafting UN proposals to create UN biosphere reserves:

The designated Copper River Watershed appears to claim more land than the Wrangell St. Elias National UN Heritage Park, the largest park in the former USA. (My guess is the Fish God is a pretty powerful god in the eyes of our saviors at the UN.)

It came as quite a suprise to find out that because I live near salmon spawning grounds I have been redesignated as a member of the Salmon Nation. I wonder if my new global citizenship comes with any new global responsibilities to my new tribe. Is there a cermenony where I get inducted into the clan, maybe a renaming ceremony like Amitai Etzioni got in his kibbutz?

RIO DECLARATION ON ENVIRONMENT AND DEVELOPMENT


The United Nations Conference on Environment and Development,

Having met at Rio de Janeiro from 3 to 14 June 1992,

Reaffirming the Declaration of the United Nations Conference on the Human Environment, adopted at Stockholm on 16 June 1972, a/ and seeking to build upon
it,

With the goal of establishing a new and equitable global partnership through the creation of new levels of cooperation among States, key sectors of societies and people,

Working towards international agreements which respect the interests of all and protect the integrity of the global environmental and developmental system,

Recognizing the integral and interdependent nature of the Earth, our home,

Proclaims that:

Principle 1

Human beings are at the centre of concerns for sustainable development. They are entitled to a healthy and productive life in harmony with nature.

Principle 2

States have, in accordance with the Charter of the United Nations and the principles of international law, the sovereign right to exploit their own resources pursuant to their own environmental and developmental policies, and the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction.

Principle 3

The right to development must be fulfilled so as to equitably meet developmental and environmental needs of present and future generations.

Principle 4

In order to achieve sustainable development, environmental protection shall constitute an integral part of the development process and cannot be considered in isolation from it.

Principle 5

All States and all people shall cooperate in the essential task of eradicating poverty as an indispensable requirement for sustainable development, in order to decrease the disparities in standards of living and better meet the needs of the majority of the people of the world.

Principle 6

The special situation and needs of developing countries, particularly the least developed and those most environmentally vulnerable, shall be given special priority. International actions in the field of environment and development should also address the interests and needs of all countries.

Principle 7

States shall cooperate in a spirit of global partnership to conserve, protect and restore the health and integrity of the Earth's ecosystem. In view of the different contributions to global environmental degradation, States have common but differentiated responsibilities. The developed countries acknowledge the responsibility that they bear in the international pursuit of sustainable development in view of the pressures their societies place on the global environment and of the technologies and financial resources they command.

Principle 8

To achieve sustainable development and a higher quality of life for all people, States should reduce and eliminate unsustainable patterns of production and consumption and promote appropriate demographic policies.

Principle 9

States should cooperate to strengthen endogenous capacity-building for sustainable development by improving scientific understanding through exchanges of scientific and technological knowledge, and by enhancing the development, adaptation, diffusion and transfer of technologies, including new and innovative technologies.

Principle 10

Environmental issues are best handled with the participation of all concerned citizens, at the relevant level. At the national level, each individual shall have appropriate access to information concerning the environment that is held by public authorities, including information on hazardous materials and activities in their communities, and the opportunity to participate in decision-making processes. States shall facilitate and
encourage public awareness and participation by making information widely available. Effective access to judicial and administrative proceedings, including redress and remedy, shall be provided.

Principle 11

States shall enact effective environmental legislation. Environmental standards, management objectives and priorities should reflect the environmental and developmental context to which they apply. Standards applied by some countries may be inappropriate and of unwarranted economic and social cost to other countries, in particular developing countries.

Principle 12

States should cooperate to promote a supportive and open international economic system that would lead to economic growth and sustainable development in all countries, to better address the problems of environmental degradation. Trade policy measures for environmental purposes should not constitute a means of arbitrary or unjustifiable discrimination or a disguised restriction on international trade. Unilateral actions to deal with environmental challenges outside the jurisdiction of the importing country should be avoided. Environmental measures addressing transboundary or global environmental problems should, as far as possible, be based on an international consensus.

Principle 13

States shall develop national law regarding liability and compensation for the victims of pollution and other environmental damage. States shall also cooperate in an expeditious and more determined manner to develop further international law regarding liability and compensation for adverse effects of environmental damage caused by activities within their jurisdiction or control to areas beyond their jurisdiction.

Principle 14

States should effectively cooperate to discourage or prevent the relocation and transfer to other States of any activities and substances that cause severe environmental degradation or are found to be harmful to human health.

Principle 15

In order to protect the environment, the precautionary approach shall be widely applied by States according to their capabilities. Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation.

Principle 16

National authorities should endeavour to promote the internalization of environmental costs and the use of economic instruments, taking into account the approach that the polluter should, in principle, bear the cost of pollution, with due regard to the public interest and without distorting international trade and investment.

Principle 17

Environmental impact assessment, as a national instrument, shall be undertaken for proposed activities that are likely to have a significant adverse impact on the environment and are subject to a decision of a competent national authority.

Principle 18

States shall immediately notify other States of any natural disasters or other emergencies that are likely to produce sudden harmful effects on the environment of those States. Every effort shall be made by the international community to help States so afflicted.

Principle 19

States shall provide prior and timely notification and relevant information to potentially affected States on activities that may have a significant adverse transboundary environmental effect and shall consult with those States at an early stage and in good faith.

Principle 20

Women have a vital role in environmental management and development. Their full participation is therefore essential to achieve sustainable development.

Principle 21

The creativity, ideals and courage of the youth of the world should be mobilized to forge a global partnership in order to achieve sustainable development and ensure a better future for all.

Principle 22

Indigenous people and their communities and other local communities have a vital role in environmental management and development because of their knowledge and traditional practices. States should recognize and duly support their identity, culture and interests and enable their effective participation in the achievement of sustainable development.

Principle 23

The environment and natural resources of people under oppression, domination and occupation shall be protected.

Principle 24

Warfare is inherently destructive of sustainable development. States shall therefore respect international law providing protection for the environment in times of armed conflict and cooperate in its further development, as necessary.

Principle 25

Peace, development and environmental protection are interdependent and indivisible.

Principle 26

States shall resolve all their environmental disputes peacefully and by appropriate means in accordance with the Charter of the United Nations.

Principle 27

States and people shall cooperate in good faith and in a spirit of partnership in the fulfilment of the principles embodied in this Declaration and in the further development of international law in the field of sustainable development.
