(NaturalNews) The global effort to outlaw herbs, vitamins and supplements is well under way, and in just four months, hundreds of herbal products will be criminalized in the UK and across the EU. It's all part of an EU directive passed in 2004 which erects "disproportionate" barriers against herbal remedies by requiring them to be "licensed" before they can be sold.

It's called the Traditional Herbal Medicinal Products Directive (THMPD), Directive 2004/24/EC.

The licensing requirements, however, were intentionally designed to make sure that virtually no herbs could ever meet them. It costs from $125,000 to $180,000 to license a single herb with the EU, and since herbs cannot be patented and don't have the monopolistic pricing found in pharmaceuticals, there's simply not enough profit margin in most herbs to justify such huge expenditures from any one company.

But that's sort of the point. Governments of the world have been conspiring with the pharmaceutical industry for decades to destroy the competition by outlawing nutritional supplements, herbal remedies and many other forms of natural medicine.

Update on revision of 2020: Our Common Destiny & TACM

It's been very difficult to focus on writing the additions to the revised edition of 2020 and TACM. I've stayed in 3 different homes over the past 2 months waiting for Tomas to arrive, smoking outside at every one, and I've decided the only way I can finish my portion of the project is if I go back to my primitive gertee lifestyle. My neighbors in Kenny Lake have kept me aware of the fact that the temperatures keep dipping down past 50 below, so our friends around here (where it's warmer) are convinced that's reason enough for me to remain in their part of civilization.

It has been luxurious staying in modern homes with all the amenities: indoor toilets, baths, showers, running water in sinks, drains, automatic thermostats, %you set and leave alooooooonnnnne, aaaallllllooonnnnee...% and wireless and dishwashers too! Being around generous, loving, and kind Christians during Christmas was beautiful. It's also been fun to get to know my new friend Lewis, an inspiring 15 year old truth seeker with a passion for research that surpasses my own. We went down some of the most difficult paths an anti-NWO researcher can take, and I saved the best websites and sources we found to do a post about when I have time.

So I'll head home and get straight to work on the rewrite. I'll be sitting in almost the exact same spot as I was in 2006 when I finished the last draft of 2020 in the wall tent. I built the "kitchen/living room gertee" in my same old RV space, facing the same southerly direction. Tim welded steel over my little Hunter stove's huge holes so it should hold a fire for at least 4 hours now. I have 7-8 cords of wood and with my new chainsaw from sister Kathy I'm confident I'll be plenty warm as long as I don't get lazy. My daily chores will take only a couple hours and the rest of my days will be all writing (with no internet to distract me!). This also means I won't be able to upload blog posts very often either.

Barring anymore glitches or setbacks I should have the rewrite ready in 2 weeks, which means the e-book will be ready to download by January 15 and the hardcopies will be printed and mailed by the end of the month. The good thing is there are no major life changing events underway, I'm not pregnant and neither is Nordica, so we should be able to meet this new deadline without anymore delays.

Hope everyone has a fun New Years Eve! I'm thinking about playing bingo! Either that or Monte Carlo bowling. They have both in Wasilla... and a few fun bars too (where smoking's allowed inside!!!!!). Just because I don't plan on drinking doesn't mean I can't hit the pubs.:)

Global Models for Local Revised Ordinances

Here's some new model legislation that we don't hear about too often. Doesn't a good community regulate all aspects of life, including exterior lighting? And in a good communitarian community, everyone everywhere obeys the exact same laws and customs decided by International planning organizations helping to implement global governance over national and state governments.

Here's an illuminating Mission Statement: "The IES seeks to improve the lighted environment by bringing together those with lighting knowledge and by translating that knowledge into actions that benefit the public." Here's their Vision Statement: "The IES will build upon a century of excellence to create the premier lighting community dedicated to promoting the art and science of quality lighting to its members, allied professional organizations, and the public."

The Caribbean sun was shining, the talk was of carbon prices, profits and enterprise and 400 of the world's most successful green corporate executives were nibbling salmon and prawns in Cancún's glitzy Ritz Carlton hotel. But then the protest began.

This was not peasant farmers or Greenpeace hanging from the roof, but the impeccably dressed British climate sceptic Lord Christopher Monckton. Holding forth in the centre of the World Climate Summit lunch party, he claimed that man-made climate change was not happening and businesses should hesitate before investing in green energy.

Most people steered clear, but Monckton had no hesitation in barging in on conversations, reeling off statistics and arguments that, he said, proved not only that the world was not warming but that "certain newspapers" were not reporting the reality.

But it seems that the man who in Copenhagen last year compared young protesters to Hitler Youth because they gatecrashed a meeting of climate sceptics, had not actually been invited to the largest business conference of the summit that featured Lord Stern, Richard Branson and several Mexican billionaires.

After an hour of tolerating Monckton, the patience of the organisers wore thin. "Who is this man?" asked one American green venture capitalist. "These are weird views," said another. A few minutes later he was asked to leave. Surprisingly, considering Cancún is so close to the US, such climate sceptics have been all but absent at the UN meeting. The Committee for a Constructive Tomorrow , a US free-market thinktank that used to take money from oil companies, had a small stand in the non-government group halls, but otherwise it is a sceptic-free zone. Opinions were sharply divided over the reasons for their absence from the public arena. One group of people believe that they have no appetite for a fight and have exhausted themselves; another says that they are holding their guns for better sport later. Both opinions will, of course, be fiercely contested.

Massive Water/Land Grab by Federal Regulators

I don't normally encourage my readers to write or call Congress, and that is not the angle I would take if I was covering this latest addition to the communitarian regulatory system of law. But, whether you believe the system can be fixed with voter pressure or not, this is a very important new enforcement tool that everyone could be aware of.. especially family and friends who don't believe anything like this could ever happen in the good ole U.S.A.

IT WILL TAKE AN OVERWHELMING OUTPOURING OF CALLS, FAXES AND EMAILS TO SENATORS TO STOP THE COMPLETE TURNOVER OF CONTROL OF ALL THE WATER IN AMERICA TO FEDERAL BUREAUCRATS!!

The most dangerous bill of this session, and perhaps in our history, is in the magician’s top hat, just waiting for Senator Harry Reid to begin his slight of hand act. The ever deceitful Mr. Reid has S. 787 sitting at about the same spot on General Orders in the Senate that the Food Safety Bill occupied just two weeks ago.

Many may think that he can’t pull the same stunts with this Clean Water expansion bill, with perhaps only a day left prior to the Christmas recess. Don’t bet on it! Would you have believed two weeks ago that the Food Safety Bill would be on the way to the White House for signature?

The sovereign rights of every state are on the line with S 787. Every citizen’s property rights---to land and water use---are at stake.

The only way that Americans can prevent the broad brush stroke of federal power included in S 787 is personal contact and communication. Each citizen must call, fax, and email his/her two Senators and urge them to vote against S 787; each citizen must call and email friends from other states and ask them to contact their Senators and urge them to vote against S 787.

Politically, in the halls of the United States Senate, S 787 can be defeated; in court it will not be set aside. This is not a time to “let the other guy do it”. Every Senator, Democrat or Republican, liberal or conservative, must be urged to reject federal land and water use control. Every citizen’s property rights are at stake.

Often we hear “we’ll just have to count on the new Congress to repeal this mess.” DON’T COUNT ON IT. The House may repeal it, but the Senate will still be under the same control of Harry Reid and a democrat majority. Even if both the House and Senate repeal it, the President will veto the repeal. And, neither the House nor the Senate will be able to get the sufficient numbers to override a veto. The fight has to be now, not in the new Congress.

RJ Smith, a noted expert on environmental laws and bureaucratic overreach, associated with a conservative “think tank” in Washington, says “Reid will do it if he can. . . .He has no compunctions about the reach or consequences of the bill. And it would be a nice farewell gift and legacy present for Oberstar and Feingold, capping their misgiven careers.” (Rep. Oberstar of Minnesota and Senator Feingold of Wisconsin, original sponsors of the bill in the House and Senate)

It is up to the people of America---at the grassroots and local levels to take a strong stand and quickly!! This bill simply negates any limit on the interstate commerce clause of the United States Constitution, and turns over to federal control all water and land uses that affect water in America.

Why is S. 787 dangerous? Because it:

ALL OUT FEDERAL WATER CONTROL

Extends federal bureaucratic control to every body of water, no matter how small and no matter that it is dry 11 months of the year, in America (Section 4 (3) and Section 3, paragraphs 8 and 13);

MOST EXPANSIVE FEDERAL LAND USE CONTROL

Extends federal bureaucratic control to every land use that “affects” water---bringing federal land use control into being for the very first time in our history (Section 3, paragraphs 18, 22 and 23);

MIGHTY EMPOWERMENT OF EPA AND CORPS

Gives the Environmental Protection Agency and the Corps of Engineers authority to control every spot where there is water, might have been water and ever will be water (Section 4 (3);

Gives the EPA and the Corps authority to control through a permit process every agricultural activity and activities right down to fertilizing a home-owner’s lawn (Section 4 (3) and section 3);

TREATY ENFORCEMENT

Gives the EPA and the Corps authority to use the permitting process as a “means of implementing treaties to which the United States is a party, including treaties protecting species of fish, birds and other wildlife” (Section 3, paragraphs 18 and 21);

REPLACES “COORDINATION” WITH “COOPERATION” for LOCAL GOVERNMENT

Eliminates the obligation that EPA and the Corps “coordinate” with local government and simply requires “cooperation” (Section 3, paragraph 5);

EXEMPTS BUT THEN INCLUDES GROUNDWATER

Disingenuously exempts “groundwater” but then includes it through its findings that anything affecting any part of an aquatic system should be controlled (Section 3 paragraph 1);

EXEMPTS CONVERTED CROPLAND BUT THEN EMPOWERS EPA TO INCLUDE IT

Disingenuously exempts “prior converted croplands” (Section 4) but then in the same section provides that “final authority regarding jurisdiction under this Act remains with the Environmental Protection Agency.”

MILLIONS OF DOLLARS OF IMPACT ON CITIZENS AND LOCAL GOVERNMENTS

Impacts on private property could exceed $139 MILLION DOLLARS and on intergovernmental relations could exceed $69 MILLION DOLLARS (Congressional Budget Office has insufficient basis for even estimating whether the Unfunded Mandates Reform Act will be violated)

ALLOWS BUREAUCRATS TO EXCEED CONSTITUTIONAL AUTHORITY

Expands federal bureaucratic authority far beyond what the Constitution allows (Minority Report states: “although the limits of the Commerce Clause have been determined and reinforced over the decades through numerous judicial decisions, the bill’s proponents want to remove this limitation on federal authority”);

DESTROYS FEDERALISM AND TENTH AMENDMENT RIGHTS OF STATES ON WATER ISSUES

Destroys the principle of federalism regarding water by removing state authority over intrastate bodies of water (Minority Report states: “The [bill] reverses Congress’ long-standing support for a federal-state partnership for water protection. . .[it removes]states’ authority over waters that are traditionally within their jurisdiction. It erases distinctions between federal, state and private waters and categorizes all waters as waters of the United States, subjecting nearly all waters to the jurisdiction of federal agencies.” NOTE: We can find no waters that would not be subjected to federal bureaucratic control.)

ROADBLOCKS TO PROGRESS AND ECONOMIC VIABILITY

The Minority Report written by Senators Crapo, Inhofe, Barrasso and Vitter states: “Rather than improving water quality, this bill would create federal roadblocks to local storm water management, unduly delay development and maintenance of local infrastructure, increase permit requests and litigation, create higher compliance costs, exacerbate wait times for CWA permits, and raise costs for farmers, ranchers, landowners, communities and businesses.”


On December 10, Senator Boxer reported the Bill to the Senate where it was placed on General Orders, available for call up by the Leader. The bill as reported was and is a complete substitute for the bill that was heard by the Committee Senator Boxer chairs.

This bill changes the decades old balance between federal, state and private water controls---and puts total control of “all” water in the United States under the control of the Army Corps of Engineers and the Environmental Protection Agency.

“All” water means just that: “every” pond, stream and mudhole in America will be federally controlled. Gone will be the historic and constitutional standard that allowed federal control only over “navigable” waters.

Section 4 of S. 787 defines “waters of the United States” as:

“all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, and natural ponds, all tributaries of the above waters, and all impoundments of the foregoing.”

In simple terms, all water and all places where there might be water, ever has been water or ever will be water. The minority report on the bill issued by Senators Crapo, Inhofe, Vitter, and Barrasso contends that the bill:

“expands the scope of federal power to all waters of the United States, stripping the states of much of their flexibility and subjecting our nation’s waters to the blanket jurisdiction of federal bureaucracies. It also invalidates almost 40 years of congressional intent and case law by restoring a fundamentally flawed executive branch interpretation of the Clean Water Act which defied congressional intent from the very beginning.”

The point being made by the minority report is that the purpose of this Bill is to reverse two United States Supreme Court decisions that put a stranglehold on run-away federal bureaucrats who tried to control intra-state water, even though the Clean Water Act itself allowed control only if the water was navigable.

In Solid Waste Agency of Northern Cook County v. United States Army Corps of Engineers, 531 U.S. 159, and Rapanos v. United States, 547 U.S. 715 came down hard on the Environmental Protection Agency and the Corps for exceeding executive authority by controlling more broadly than allowed by Congress. In both cases, the Court struck down regulations that attempted to control non-navigable waters.

Senator Boxer and supporters of the Bill admit that they intend to reverse those Supreme Court decisions. But they contend that it was always the intent of Congress to allow control of “all” water, not just navigable water.

Senators Crapo, Inhofe, Vitter and Barrasso reject the contention, pointing out that the word “navigable” is used “85 times in legislation considered by three separate Congresses during a span of four decades.” That is pretty strong evidence that Congress has never before intended to steer away from the Constitutional base that supports only control over navigable water.

The minority Senators point out that the majority is bothered with this worrisome detail of Constitutional law, and would change it by this Bill:

“For supporters of this Bill, the term ‘navigable’ has been particularly troubling since its origin rests with Congress’ power to regulate interstate commerce under the Constitution.. .The Bill’s proponents want to remove this limitation on federal authority”

They say that the supporters of the Bill are “pointedly leapfrogging the limitations imposed by the Commerce Clause” of the United States Constitution.

Senator Boxer’s claim that the intent of the Bill is simply to explain what the congressional intent has been in the past is also belied by language of the original sponsor of the bill in the House, Rep. Oberstar of Minnesota. He states that the purpose of the current bill is to complete the “unfinished agenda of the Clean Water Act” by expanding regulatory control to “non-point sources” of pollution.

“Non point sources” are defined by the United States Geological Service as places of discharge of pollutants coming from “land use activities”. Oberstar made it clear that the Clean Water Act did not cover such land use sources.

He introduced the bill in the House to “expand regulatory authority” to cover land use activities such as “sediments, pesticides, and nutrients running off of farms and urban lawns;. . .farm animal wastes from barnyards and pet wastes from urban areas; and soil washed away from logging and construction areas.”

Contrary to Senator Boxer’s contentions, no Congress in history has ever considered extending federal bureaucracy this far toward total control of water even on private land---a control so total that it will allow regulation of activities even affecting water.

In the substitute S. 787 that Ms. Boxer reported, the definition of waters of the United States eliminated the original clause that included “activities affecting those waters.” The deletion no doubt resulted from a flood of outrage by members of the public who bothered to read the Bill. But, Senator Inhofe noted that the deletion is only “cosmetic”, stating:

“The superficial changes made to this bill don’t change its underlying intention and ultimate effect: to radically expand federal power over farms, ranches and private property.”

Of course, Senator Inhofe is correct. The bill still authorizes federal regulation of land uses. The purpose of the bill remains the restoration and maintenance of the “chemical, physical, and biological integrity” of all waters of the United States. Each of those elements directly involves land uses which affect the water.

The reported bill still contains findings which include in Section 3, paragraphs (18), (22) and (23) the following references to the necessity of regulating land uses:

“(18) protecting the quality of and regulating activities affecting the waters of the United States is a necessary and proper means of implementing treaties…[mainly referring in paragraphs 18 through 21 to the treaties related to endangered and special species]

. . .

(22) protecting the quality of and regulating activities affecting the waters of the United States is a necessary and proper means of protecting Federal land…’

(23) protecting the quality of and regulating activities affecting the waters of the United States is necessary to protect the Federal land and water from discharges of pollutants and other forms of degradation…”

These Findings will be used by the EPA and the Corps to regulate land uses. They will be used by government counsel and by counsel representing anti-farming, anti-ranching, anti-logging, anti-development organizations to support those regulations. They will be used by activist, law-changing judges, to demonstrate the intent of Congress to regulate any land use that might “affect” any body of water. Immediately coming to mind are judges like Molloy in the Montana U.S. District Court and Winmill in Idaho.

Recreation organizations will be impacted by the Bill as will farmers, ranchers, loggers, homeowners and businesses. Every small lake and irrigation reservoir used by water skiers, boaters and fishermen will be under control of EPA and the Corps. Every intra-state stretch of river used by kayakers will be under the same controls. Use of motorized vehicles to reach water on private property and other purely intrastate water, or to ride along streams on private property, will be subject to the same control because of the potential “pollution. . .or impairment. . .of any part of an aquatic system.” (Section 3)

RJ Smith has carefully examined S. 787 and states:

“Almost every piece of land would have had enough water on it for enough time to qualify as a jurisdictional wetland of the US---and therefore require Federal permits to do anything. Put a new fence in, build a stock pond, attempt to create a small marsh for duck hunting, clean out a drainage ditch, whatever. And that is going to require more federal agents, inspectors, paper work and will slow up local rural economies for years.”

He still believes there is a chance to defeat this expansive federal power grab:

“If various GOP and even a few Democrats hold on principles, [the bill] could be kept out of a last minute insertion into the Omnibus Land Grab or some other vehicle. There is already reported push back on the water/estuary bills in the Omnibus, such as the Chesapeake Bay bill. They all give EPA/Corps authority to require Fed permits for any and all non-point discharges into waterways, which is total national land use control. . .Anything a landowner does, even cutting a Christmas tree or Hanukkah bush and dragging it back to the farm house is going to disturb the soil. Imagine if you’re a tree farmer! All those water bills in the Omnibus are the toe in the door on National Land Use Control.”

And, S. 787 is not just the “toe in the door”---it IS NATIONAL LAND USE CONTROL!!!

Senator Mike Crapo (R-Idaho), pledging to filibuster this bill, says “the bill would grant federal regulators new and expanded authority over activities affecting these waters, which has serious implications for commerce. Community Defense vs Communitarian Collectives?

This story has been on my mind for several months and my sister reminded me of it tonight. It's one of those ongoing events that have significance to ACL research in the most direct way. Not only does the Communitarian Platform have a communitarian rendering of the 2nd Amendment, the very first case law I studied was in a paper published by the National Rifle Association in 1997, COMMUNITARIANS, NEOREPUBLICANS, AND GUNS: ASSESSING THE CASE FOR FIREARMS PROHIBITION http://www.davekopel.com/2a/lawrev/commun1.htm. There's no doubt a lot to learn about U.S. Communitarian Law by studying The Second Amendment Law Library.

During the summer of 2004, back when I built my first gertee at the Denali Wilderness Lodge, I met one of the members of the Alaska Peacemakers militia. I learned a lot from him about their principles for freedom and sovereignty legal issues (which I've never found time to research on my own). Later in the summer he and his wife came to visit. Lingering for hours over the gorgeous fresh lunch they flew in with, we talked about the mental, spiritual and physical preparedness a person needs to live a principled existence in an unprincipled world. I knew, after just one conversation, that I was not prepared to tackle life's realities on their level of activity.

I'm not a real warrior. I prefer to keep my ACL arguments on paper and to fight my battles with my typepad. My courage has severe limitations, and while I think I know how to defend my home from predators (2 and 4 legged) I have never felt like I needed to belong to any organized anything. It was a real eye opener when I read that Alaska State law says adults are required to be in a trained militia.

Anyway, regardless of whether we agree with everything the militia stands for, their primary goal of protecting the neighborhoods during chaos and lawlessness should be somewhat reassuring to the people who have concerns about restoring their local economy after the national economy fails. When our citizens can no longer afford to purchase necessary commodities and essential products are no longer in the stores then locals will have to be prepared to start supplying these products themselves. The new producers will need protection from the roving bands of starving bandits that will likely be prowling the streets in search of easy food. The people capable of rebuilding local economies need a lawful environment to operate.

There are many articles in my inbox regarding the global reserve currency issue, and I had hoped to find time to post some of the links and touch on the most important current event underway. (My limited understanding of the financial crisis does not stop me from reading articles about it in the hope that someday it will all make sense to me. ) The status of the dollar on the global trading market is being challenged in a way that could make the dollar worthless. This is not part of the conspiracy theory.. it's "real" news. What kind of chaos and civil unrest will come after everyone who owns anything based in US Dollars is wiped out? I don't personally know too many people who are prepared for living in the aftermath of a collapsed monetary system. We've been trying to live frugally for years and we're still not prepared.

Homeland Security is absolutely predicated on the possibility of numerous potential tragedies. Why wouldn't preparing for disaster be understandably of primary importance to local residents also? All the emergency preparedness plans under federal leadership claim to involve local residents in the plans. What more co-operation could the federal government want (or need) than what they can get from well trained local militias sworn to defend U.S. laws?

What if every community in the U.S. had a designated LOCAL lead officer in charge of all local emergency responses, a leader whose authority to lead came from the people who own the community where they live. What if LOCAL authority reigned supreme to any federally appointed EU "expert", such as the big NATO guy they called in for "assistance" during Katrina?

The biggest changes to local America came out during the Katrina disaster. America was introduced to foreign troops and foreign leadership steamrolling local authority. It was also a pilot test for banning guns. Yet, if there had been an organized local militia sworn and trained to protect life and property after the flood, there would have been no need to call in private mercenaries or the U.S. Army's 82nd Airborne, or the Mexican Navy or the Canadian military. (NATO-EU Rapid Response teams used Hurricane Katrina as a training exercise.)

When do free people have the "right" to defend themselves, their families, and their neighbors from all enemies, domestic and foreign? No wonder the communitarians chose to keep their existence murky and obscured... it's a lot harder for principled, forthright people to fight an enemy who lies and hides it's true allegiance behind nice sounding front agencies and policies.

Leveraging Human Assets for the Common Good

Communitarian programs control every facet of human life. The communitarian system is designed to dictate to every human being entered in their database. The New World Order is not some random idea that can not possibly be realized in our lifetimes. The coming police state is not only about robo-cops and FEMA detention camps. Not everyone will be arrested or achieve martyrdom... the communitarian system is designed for those who remain "free."

Neighborhood-community-communitarian programs and policies are designed down to the smallest human detail. The only glitch to the whole plan is it's a DATA DRIVEN SYSTEM. The most common complaint made by LA21 planning groups in the late 90's was the NEED FOR MORE DATA. It is impossible to plan who does what in a communitarian collective if you don't know who knows how to do it.

ABCD is always presented the same way all communitarian programs are. ABCD promoters assure us it's just a more moral, enlightened solution to global neighborhood problems. In this wiki article the description starts out reading like an ABCD Institute press release, but then in the final paragraphs we get an alternative viewpoint of ABCD, a view which is shared by people like me who were identified as problems when we attempted to contribute in local LA21 planning meetings. I'm reprinting this here because I plan to reproduce it in the book under the chapter about ABCD, and I want to use this exact version and save it in hard copy and online ... forever.

Asset-based community development (ABCD) is a methodology that seeks to uncover and utilize the strengths within communities as a means for sustainable development. The basic tenet is that a capacities-focused approach is more likely to empower the community and therefore mobilize citizens to create positive and meaningful change from within. Instead of focusing on a community's needs, deficiencies and problems, the ABCD approach helps them become stronger and more self-reliant by discovering, mapping and mobilizing all their local assets. Few people realize how many assets any community has, for example:

  • Skills of its citizens, from youth to people with disabilities, from thriving professionals to starving artists
  • Dedication of its citizens associations — churches, culture groups, clubs, neighborhood associations
  • Resources of its formal institutions — businesses, schools, libraries, community colleges, hospitals, parks, social service agencies

By the late 1990s, communities around the country were mapping and using these resources in imaginative ways, bringing them out of the closet and into creative synergy with each other, with dramatic results. Asset-based community development has provided leaders and institutions in all sectors with an approach that is relatively cheap, effective and empowering, that avoids paternalism and dependence — an approach that can be supported by all parts of the political spectrum and initiated at any level of civic life.

The first step in the process of community development is to assess the resources of a community through a capacity inventory [1] or through another process of talking to the residents to determine what types of skills and experience are available to a community organization. The next step is to consult with the community and find out what improvements the residents would like to make. The final, and most challenging step, is to determine how the residents' skills can be leveraged into achieving those goals.[1] {my emphasis and link}

Using this model, the communities who hire ABCD speakers to influence their citizens are looking for an opportunity to create artificial community consensus. By creating farmed neighborhood associations they sideline actual community participants who often do not agree with the city policies. These artificial groups use the Delphi technique to block participation by real community members who raise points that are avoided by city-sponsored neighborhood groups. Under the guise of creating 'sustainable communities' neighborhood associations will be developed that are run by hand-picked city insiders who will rubberstamp city programs like redeveloping neighborhoods and redesigning streets. This visioning is supposedly community based but is not. They shut down any dissenting voices and marginalize, ridicule, attack, silence, and ignore those who do not agree.

'Mapping community assets' is a way of controlling and managing a group of people and directing them to use their skills in a pre-determined way to 'benefit' the community. Who decides what benefits the community? The hand-picked 'leaders'. By mapping a community are these groups determining who has something to offer the collective and who does not? What happens to those who do not contribute to the collective? How are they 'leveraged' into contributing? The Asset-Based Community Development Institute[2] is located at Northwestern University in Evanston, Illinois. Its founders, John Kretzmann and John L. McKnight, are the major proponents of this community development philosophy.

My newest grandson finally arrived! He weighed 10lbs 14 oz, is 22 inches long and yeah, we're real glad we had two experienced midwives for this one. Both mom and baby are doing great.

Thanks for all the congratulations already from folks who saw the news on fb. I love being a grandmother and have found it to be one of my greatest joys. For all my whining and complaining on this blog... (heh).... I am and always have been blessed. Today I'm very grateful.

Communitarian (Community) Development in Palmer, Alaska

What's it going to take to rebuild the world into manageable sustainable communities? Experts. Lots and lots of well paid experts from someplace else. Locals never lead Local Agenda 21. More often than not, locals don't have the first clue about LA21, and citizen participation is a sham.
Agenda 21 is an action programme that has to be implemented by governments, UN agencies, local and regional administrators, organisations in the community and the general public. Governments are required to promote the dialogue among these players. But local government, too, closest as it is to the public at large, has a responsibility and has been allocated a major role in providing information, education and mobilising the general public to achieve sustainable development. One of the objectives of Agenda 21 is that every local government in 1996 should draw up its own Local Agenda 21 in close consultation with its citizens.

Safeguarding the environment is a key feature of Agenda 21, including issues like pollution, waste management and the protection of the oceans and freshwater resources. Agenda 21 also recognises the interdependence of environmental, social, health and economic issues, emphasising that all people have the right to food, health care, shelter and education. I'm taking advantage of the fast internet here and still revising and updating portions of our books. It's been hard to focus being away from home but I'm getting it done. As always, ergh, we thank you all for your patience! :) Found a bunch of eye opening, highly relevant facts about President McKinley and his staff and their role in setting up the global court at the Hague (which somewhat modifies my opinion of him in the ACM). I'm changing the LA21 chapter too, looking up various plans to compare the different ways they're being introduced.

Palmer's plan looks totally benign, possibly because the MatSu Borough Plan is so thorough. So tonight I asked my hostess (whose parents homesteaded and farmed here since the 1950s) if she participated in Palmer's Community Vision, and she replied, "No." I then asked her if anyone she knows here went to any citizen planning meetings, and she replied, "No." I guess not all local citizens participate at the same level as the Anchorage Citizen's Coalition. In fact, I don't know one Alaskan who would envision our lives in the same way the Oregon/Ecotrust people at ACC do:
"It is essential that transportation programs and projects fulfill Anchorage 2020 by building the urban core into an active city center with sidewalks full of people going to work, shopping and to the park. Cars will move slowly through downtown, and transit is fast and convenient. Neighborhoods maintain their value as good places to raise children, and neighborhood centers attract families walking to convenience shops and businesses. Transit provides a true alternative to driving, and children walk safely to school."
The winds have been blowing gusts up to 90 and 100 mph for the past 24 hours. When it goes away we're expecting more snow. Nobody I know wants to walk to work or school in the winter. I, like most moms I knew, didn't even make my kids ride the bus to school because I didn't want them standing at the bus stop. What part of Alaskan weather don't these "expert" advisers from the Lower 48 understand? I'm sure they ALL drive to their little meetings here. Well, maybe they envision a future where only the new class of leaders (like themselves) have the "right" to drive to work and the masses stand huddling waiting for buses whose drivers can't see the environmentally friendly passengers waiting behind huge piles of snow.

Check out the salary level for this position. Do local property taxes pay for it?

Rosa Koire on the Unsolicited Opinion Wed Dec 15th

Maggie is one of my new readers who recently learned about communitarianism from a forum she was on. People kept using the word and when she asked what it meant, two participants from Europe told her to check out my work if she wanted to know more about it. She did, and we've been friends ever since. Rosa learned about our work when Kevin Eggers lent her our book, 2020. Both these women have been most generous in their praise and support for the ACL, which is reason enough for me to like them, but they're also committed to exposing LA21 and that's reason enough for all of us to support them and their efforts. Building a Communitarian Planned Police State

Community (communitarian) Oriented Policing plays a key role in building a new world. Community police are in almost every nation now, and they are directly involved in ALL Local Agenda 21 neighborhood planning efforts. The COPS suggest new laws that help them gather necessary data. The COPS have the database of every resident's personal information on laptops in their cars. Here's a nice video produced by the Sacramento Police Department that describes how the COPS program was first tested in government housing projects that were left to rot for years. When they introduced their communitarian solution to the police neglect, there were many residents who welcomed it. I've posted this before and some of my readers are already familiar with it. But since I have so many new readers who are as yet unaware of the process underway, I thought I'd go ahead and post it again. ABCD is the program Barack and Michelle Obama were trained in, and John McNight is the guy who signed Obama's Harvard Law School application. Jim Diers was Director of the Department of Neighborhoods when the Roosevelt Neighborhood Plan designated our homes as a pilot test for the COPS' COMPASS database. One primary goal of our pilot test was to find "innovative" ways around the 4th Amendment, identified by SPD Police Chief Norm Stamper as an "identified barrier to the program." Diers wrote a book in 2004 about his experiences there called Neighbor Power. It "describes Seattle’s Department of Neighborhoods and its bold experiments in bottom-up neighborhood planning and development."
